About the job:

Job purpose:
The post holder will contribute to Ofcom's work on consumer protection and policy, managing multi-disciplinary casework and project teams to deliver outcomes which will further the interests of consumers in communications markets.

What you will be doing:

Key responsibilities
The consumer protection and policy team  which is part of the Content, Consumer and External Affairs Group strives to:
  • develop policy and undertake enforcement, including investigations, to protect consumers from scams and unfair practices;
  • ensure consumers have the tools they need to benefit from the market through accurate  information, and the ability to switch;
  • develop and implement the universal service obligation and ensure groups, such as disabled users, are not unduly excluded from the benefits of communications services; and
  • act as custodians for the consumer interest across Ofcom.

Consumer Protection and Policy Managers are responsible for:
  • building and leading multi-disciplinary project or case teams, defining the scope of the work and ensuring resources are allocated appropriately and used effectively, and managing outputs, team performance, timetables and risks;
  • applying an understanding of the impact of regulatory decisions and commercial initiatives on consumers and citizens within the wider strategic and policy context of Ofcom's work;
    drafting, including internal and external communications and formal decision documents;
  • leading internal communications in an articulate and persuasive manner, reporting progress and outcomes and representing the team within Ofcom;
  • developing and maintaining effective stakeholder relationships, including preparing and leading external meetings and negotiations, representing Ofcom externally; and
  • Contributing to policy work and other projects outside the team?s immediate remit, as required.

Qualities we're looking for:

Essential skills / Experience:
  • Experience of delivering outputs to challenging deadlines, Able to demonstrate good time management and prioritisation skills and a proven ability to plan and organise your own work.
  • Sound judgement, creativity and depth of thinking, making timely and well reasoned decisions informed by Ofcom's strategic priorities.
  • Ability to analyse complex information and to make arguments in an understandable way.
  • Ability to adapt, develop and apply analytical approaches to new issues, showing flexibility in light of new information.
  • Able to evidence the ability to quickly build and nurture effective working relationships
  • Excellent written and oral communication skills, able to present arguments clearly internally and externally.  Able to write clear concise documents to tight timescales. 
  • A demonstrable understanding of other disciplines (e.g. legal and economic) sufficient to ask pertinent questions, challenge input, defines tasks and influence outcomes.
  • Evidence of the ability to build and develop effective stakeholder relationships
  • Educated to degree level or relevant experience
Desirable skills/Experience:
  • An understanding of the role of regulation and competition policy in promoting the interests of consumers and citizens.
