INFORMATION TECHNOLOGY SERVICES (ITS) PROGRAMME - UNFCCC


The position is located in the Information Systems Delivery (ISD) sub-programme in ITS within a team of IT professionals with various programming, business analysis and development backgrounds, involved in the realization of the project cycle of a set of programme activities. The incumbent reports to an Information System Programme Officer.
Expected key results:
a. Project management and software development of a new version of the CRF Reporter and development and support of the greenhouse gas (GHG) inventory software for non-Annex I Parties (NAIIS);
b. Integration and maintenance of related information systems and programming.
1. Project management for the CRF Reporter and NAIIS projects:
a. Manages projects involving feasibility studies, systems analysis, design, development and implementation of software based on the PRINCE2 project management methodology.
Develops detailed system and other functional specifications and user documentation;
b. Provides specialized advice to users, analysing user’s requirements and translating these into new applications; determines applications systems integration and linkage issues;
c. Researches, analyses and evaluates new technologies and makes recommendations for their deployment
2. Develops internal procedures, mechanisms and controls to ensure stability, improved service quality, security and performance of the CRF Reporter and NAIIS
a. Ensures appropriate data security and access controls;
b. Coordinates and enhances the development and maintenance of the library of system documentation and internal user manuals, training materials, and guidelines;
c. Maintains, upgrades or enhances the existing system; troubleshoots and provides continuing user support, to include resolving difficult problems, monitoring transactions to measure performance and continued effectiveness.
3. Provides support and advice on the resource planning and budgeting for the CRF Reporter and NAIIS projects.
