About the job:

Job Purpose:
To support the interests of citizens / consumers in accordance with the Communications Act 2003. The post holder occupies one of the Engineering Specialist posts based atBaldock Radio Station participating in monitoring and measurement activities at and remote from Baldock.

The role is to provide technical expertise and analytical support to the Technical Measurements Manager in investigating and developing complex measurement procedures for existing and emerging technologies operating in the Radio Frequency spectrum.

What you will be doing:

Key Responsibilities:
  • Implementing and running complex RF test programmes for Ofcom, involving a wide range of radio communication technologies.
  • Taking high level requirements and developing a test setup to deliver the required solution, this will be for interoperability, compatibility and co-existence scenarios.
  • Undertaking hands on testing to provide high quality results.
  • The work undertaken by the Measurement Team covers a wide range of technologies so part of the role will involve research to ensure that the testing is carried out to the highest industry standards.
  • Working with a wide range of test instrumentation.
  • Assist with other reasonable tasks as instructed by the Technical Measurements Manager.
  • Adhere to relevant Ofcom standards and policies to Ofcom policy and procedures.

Qualities we're looking for:

Essential Skills/Experience:
The successful applicant must have a blend of technical and practical radio engineering skills in a test environment.
  • Excellent Radio Frequency ( RF) engineering including propagation knowledge and interference mechanisms.
  • Demonstrable ability to set up a test procedure and undertake measurements to a high quality.
  • Practical knowledge of a wide range of RF test equipment including:
    • Spectrum Analysers
    • Signal Generators
    • RF Receivers
    • Antennas
  • Proven experience of working in a technical laboratory and within a quality management system.
  • Ability to prioritise own workload to deliver high quality results in a timely manner.
  • Technical report writing and communication skills, with the ability to produce succinct, logical drafts of documents.
  • Ability to convey results and conclusions of the technical work to a range of technical and non-technical stakeholders.
  • Knowledge of a wide range of existing and emerging communication technologies.
  • Ability to identify constraints or risks to the project/ programme and escalate in a timely manner to the appropriate level
  • A clean UK driving licence.
  • Strong communications skills required, with an ability to relate to people and be helpful but authoritative when necessary, conveying complex radio engineering issues to technical and non-technical audiences.
  • Strong interpersonal skills as they will be working in a flexible and dynamic team environment.
Desirable Skills/Experience:
  • Knowledge of a broad range of technologies including:
  • Mobile systems, e.gLTEUMTS
  • Licence Exempt technologies such as Wi-Fi and Bluetooth
  • RF field measurements experience.
  • Experience of working with anechoic chambers and open area test sites
  • Experience of working to ISO17025:2005.
  • Software skills to automate testing procedures and generate results.
  • Ability to travel within the UK and work off site from time to time.
  Qualifications:
The post holder needs to be technically qualified to a minimum of HNC level or to possess an equivalent level of experience.
