About the job:

Job Purpose:
To support the interests of citizens / consumers in accordance with the Communications Act 2003.The post holder occupies one of the Engineering Specialist posts based atBaldock Radio Station participating in monitoring and measurement activities at and remote from Baldock.
The role is to provide technical and analytical support to the Technical Measurements Manager in all aspects of laboratorymeasurements, spectrum monitoring and field measurement projects.

What you will be doing:

Key Responsibilities:
  • Leading the development of complex measurement projects for existing and emerging technology operating in the Radio Frequency spectrum, from initial project scoping through to delivery of the final technical report.
  • Provide high quality technical reports, which support stakeholder decision making.
  • Work with stakeholders to develop a trusted advisor relationship.
  • Identifies the key issues and hypotheses, showing sound judgement. Undertakes constructive, insightful and timely review of others' analysis, modelling and evidence.
  • Take responsibility for planning, project and programme management within the Technical Measurements Team.
  • Keep abreast of upcoming technology and measurement techniques through appropriate professional development 
  • Assist with other reasonable tasks as instructed by the Technical Measurements Manager

Qualities we're looking for:

Essential Skills/Experience:
The successful applicant must have a blend of theoretical, technical and practical radio engineering expertise in a test environment.
  • Excellent Radio Frequency ( RF) engineering including propagation knowledge, Radio Spectrum management and interference mechanisms.
  • Expert knowledge and detailed practical experience of using a wide range of RF test equipment including:
    • Spectrum Analysers
    • Signal Generators
    • RF Receivers
    • Antennas
  • Proven experience of working in technical laboratory at a supervisor level and within a quality management system.
  • Demonstrable ability to develop, lead and complete complex technical projects.
  • The ability to take complex technical measurement results, analyse them using software packages such as Excel and then draw conclusions from the results obtained.
  • Ability to develop complex ideas into a clear and focused technical report, integrating contributions from specialists and other colleagues as required.
  • Identifies and pre-empts issues by conducting a risk analysis, setting up contingency plans and involving appropriate specialists.
  • Prioritises own work on the basis of strategic importance.
  • Excellent communication skills, with the ability to convey complex results and conclusions of the technical work to  a range of technical and non-technical stakeholders
  • Detailed experience in working with a wide range of existing and emerging communication technologies, to include interoperability, compatibility and co-existence analysis.
  • A clean UK driving license and the ability to travel extensively and work anywhere in the UK.
  • Strong interpersonal skills as they will be working in a flexible and dynamic team environment, which is by definition often operating remote from Baldock.
Desirable Skills/Experience:
  • A detailed knowledge of a broad range of technologies including:
  • Mobile systems, e.g. LTE and UMTS
  • Licence Exempt technologies such as Wi-Fi and Bluetooth 
  • Experience of working with anechoic chambers and open area test sites
  • European and international technical standards and regulatory groups, experience/knowledge. 
  • Use of software analysis and automation tools such as LabView, MatLab etc. 
  • Experience of working to ISO17025:2005.
Qualifications
The post holder needs to be technically qualified to a minimum of degree level or to possess an equivalent level of experience
