Senior evaluators/ Senior specialists in evaluation methods


Deutsches Evaluierungsinstitut der Entwicklungszusammenarbeit (DEval; German Institute for Development Evaluation) – founded as an independent body by the German Federal Ministry for Economic Cooperation and Development (BMZ) – commenced operations in 2012.

Its core functions are to conduct impact evaluations and performance reviews of German development cooperation, to examine and develop methods and standards, and to organise relevant training measures. The institute also engages in collaborations with national and international partners and in evaluation capacity development in partner countries.

To support the work of the evaluation departments, the institute is seeking to appoint without delay several

senior specialists in evaluation methods


on a contract of employment initially limited to two years with the prospect of extending it to a permanent position. Remuneration will be in accordance with the TVöD pay scale applicable for German public service. If the chosen candidate's personal status and job description meet the requirements, he or she can expect to be assigned a pay grade up to level "15 TVöD".

Your duties will focus on the following areas:
a) Developing concepts for evaluations and performance reviews in your respective area of responsibility, managing and undertaking professional oversight of your team, including management and quality assurance of inputs from external service providers
b) Independently working on and taking forward a specialist field within the evaluation department as part of a team that includes junior evaluators and project staff
c) Processing and communicating the results and recommendations of evaluations
d) Analysing existing evaluation methods and approaches and developing new ones (whenever appropriate)
e) Ensure the quality of evaluations with the use of appropriate methods, conducted by the institute and relevant institutions engaged in German development cooperation
f) Writing papers and journal articles on evaluation methods used in development cooperation
g) Actively participating in national and international exchanges between experts in the field
h) Identifying and managing measures to develop evaluation capacity in countries with which the BMZ cooperates.
 
You have:
• A university degree in a relevant academic discipline (Diploma or Master from a German university or equivalent degree from a foreign university); a doctoral degree (PhD) would be desirable
• In-depth knowledge in at least one field of relevance for development cooperation (e.g. governance, private sector development, infrastructure, environment, health, education)
• At least five years' relevant professional academic or practical experience, including team management experience
• In-depth knowledge in the field of evaluation and/or empirical social research and statistics
• Knowledge of German and international development cooperation as well as experience in a developing country would be an advantage
• Practical experience in project and programme management would be an advantage
• Very high proficiency in English and a good knowledge of German and in another UN language
• Knowledge of other relevant foreign languages would be an advantage
• Excellent speaking and writing skills
• Excellent social skills, especially for intercultural communication
• Willingness to undertake frequent business trips and fitness for travel in the tropics.
