Manager Government Relations, Europe


  • Develop and execute Government relations campaigns to support affiliates in their market access issues and help affiliates leverage EU policies at national level:
o Work with country teams to identify and define potential support at EU level.
o Develop position papers and policy materials to support external advocacy campaigns.
o Leverage EU institutions to achieve affiliates’ objectives, including by developing and implementing targeted contact programmes with key EU stakeholders for local representatives
o Build coalition with key stakeholders at European level (Trade Associations, patients organizations, NGOs)
  •  Develop EU strategies and advocacy campaigns to shape EU policy and legislative initiatives
o Identify potential threats/opportunities at EU level impacting Celgene business (e.g. market access, regulatory, etc)
o Work with relevant departments (e.g. regulatory affairs, legal, market access) to develop Celgene position on EU policy developments.
o Develop and implement lobby campaigns aimed at influencing EU legislative and policy developments
o Develop position papers and policy materials to support external advocacy campaigns.
  •  Ensure internal understanding of Government Relations and key EU initiatives impacting Celgene
o Ensure government relations awareness and understanding internally, including by developing targeted communications on key topics.
o Develop comprehensive briefing to Senior Management on EU policy and legislative initiatives.
o Manage organization of Celgene training on the EU decision making process.
  •  Build Celgene reputation in Brussels
o Strengthen personal network of stakeholders with representatives from the European institutions and other key stakeholders (trade associations, patients’ organizations etc.)
o Support management of Celgene’s relationship with trade associations as appropriate (e.g. EBE, PhRMA, and EUCOPE).
o Develop communication material to build Celgene’s reputation in Brussels (workshops, advertisements).
o Ensure Celgene’s representation in external events.
  •  Desired Skills & Experience
o At least 3 years of experience in public sector / government relations experience in life science sector
o Good knowledge of EU institutions and EU policy making.
o Ability to handle a broad range of complex issues/multiple projects simultaneously.
o Team player with ability to influence both internal and external environment.
o Masters in law, government / international relations or life sciences preferred.
o Excellent oral and written communication skills (languages desirable).
