Key Responsibilities
Overall- Lead the Finance and Grant management function at Head Office, ensuring ongoing capacity enhancement, managing investments into change projects and ensuring compliance to local statutory law and the organisation’s accounting and donor reporting policies.
- Lead all financial and grant related matters relating to Head Office and oversee activities, including leading on training of staff and other capacity enhancement initiatives.
- Build effective relationships within the organization, external consultants and donors.
- Quickly become an active part of the Senior Management Team and support the Executive Management Team to achieve the NGO’s goals and mission.
Financial Planning
- Support budget holders to produce quality budgeting information, including budget to actual comparisons and donor reports as requested.
- Ensure all relevant stakeholders are involved in the budgeting process. This includes liaison with the programme design, logistics, HR and Administration as well as other departments. This will also require travel to field locations from time to time.
- Prepare management reports for budget holders to monitor budgets on a regular and timely basis.
- Provide advice/training to budget holders on budget management and phasing.
- Ensure that financial policy frameworks are in place in order to guide decision making processes.
- Lead on the preparation of annual budgets, forecast, management accounting and all donor requirements
- Ensure high quality and timely reporting to all donors worldwide.
- Ensure maintenance of records to meet legal and tax requirements.
- Prepare donor financial reports and proposal budgets where required.
- Ensure all donor requirements are complied with and that proposals and reports are submitted on time. Advise on how to best to utilise a programme’s funding portfolio.
- Build and maintain relationships with all overseas and HQ finance staff.
Control & Supervision
- Continue the organisations efforts to take steps minimising the risk of fraud or error.
- Ensure appropriate guidelines are in place to safeguard all cash and assets (e.g.: regular cash and bank reconciliation, fixed asset and inventory physical checks).
- Carry out inductions and staff trainings for finance procedures, donor requirements etc. as required
Additional duties
- Contribute to on-going finance policy revisions, support and enhance the on-going development of the organisations Finance & Grants guidelines.
- Provide interim support to a country or regional programme lacking finance resources (where needed, short-term only).
- Work with internal and external auditors as necessary.
Required qualifications
Essential- At least 10 years experience working within Finance, of which at least 5 years in the NGO sector
- Qualified professional accountant (internationally recognised qualification such as CA, ACA, ACCA, CIMA). Please note that practical experience equivalent will be considered.
- Experience in staff management, supervision and capacity building
- Proven track record of supporting a senior management team, and providing strategic support across multiple sectors and/or regions
- Knowledge of the requirements of the major emergency donors and experience in budgeting and reporting to donors.
- Ability to travel to overseas programmes
- Experience of working for a medium to large size organisations
- Knowledge of the European charity sector
- Good attention to detail and analytical skills
- Computer literate (i.e. MS Word, advanced Excel, Email communication software (e.g. Outlook), Internet Explorer, financial systems).
- Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
- Excellent planning, management and coordination skills, with the ability to organise a workload comprised of varying and changing tasks and responsibilities
- Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams
- Right to work within the EU (including UK).
Desirable
- Experience with any SUN, PSF or Oracle financial systems
