UNWOMEN GENDER STATISTICS AND TECHNICAL SPECIALIST

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
 
UN Women Mexico Country Office, in line with national priorities on Gender Equality, and  with the Concluding observations of the Committee on the Elimination of Discrimination against Women(2012), among others normative frameworks, provides coherent support to government, parliament, academia, indigenous and women’s organizations, justice system and UN entities, through providing “upstream” policy and programme advice, promoting a human rights-based approach to achieve sustainable development, improving national systems, sharing of good practices and lessons learned, strengthening normative and operational linkages, and promoting South-South cooperation. The programme in Mexico aims to guide, promote and coordinate actions to drive national partners to better develop strategic interventions in four priority areas:  a) Women’s leadership and political participation, b) Women’s economic empowerment, c) Ending violence against women and girls d) Gender responsive planning, budgeting and production of statistics. The overall program’s goal is to build capacity and strengthen institutional responsibilities for formulating and implementing laws, policies and programs with a gender and ethnic perspective, aimed at guaranteeing women’s fundamental rights and advancing to gender equality.
 
Under the overall guidance and direction of the supervisor, the Gender Statistics and Technical  Specialist is responsible for undertaking gender analysis and research on priority areas and producing credible well based statistical analyses and related reports. S/he is responsible for implementing key elements of UN Women’s Research, Knowledge Management and Data strategy in Mexico, in particular in relation to developing and maintaining strategic research and statistics partnerships. The incumbent is responsible for positioning UN Women as a reputable knowledge broker by improving the quality, accessibility, and use of data and statistics on gender equality in Mexico, to the national government, other UN Women stakeholders, and the wider development network in the country, as well as to UN Women regionally and globally.  S/he assumes responsibility, based on sound research, for substantive aspects of gender responsive programme design, planning and monitoring. The incumbent also plays a key role in capacity building and advocacy.  

Duties and Responsibilities

1.       Research and Analysis, and related programme design and development
  • Analysis and research of the gender related political, social and economic data on the country and preparation of substantive inputs to the UN Women CO programme planning.
  •  Identification of areas for support and interventions within the thematic/sectoral areas assigned.
  • Design and formulation of programme initiatives within the area of responsibility, translating UN Women’s priorities into local interventions.
  • Provision of advisory support to the Office Management within the thematic area/portfolio assigned.
 
 2.       Technical Guidance, capacity building, and programme monitoring
  • Assist in the planning, organizing and servicing of technical and ad hoc expert group meetings.
  • Organize training seminars for key stakeholders, including national experts.
  • Prepare documentation for regional and national programmes and projects.
  • Contribute to the preparation of material for the approval of country sectorial programmes and projects.
  • Monitor, backstop and assess the implementation of programmes and projects related to gender responsive planning, budgeting and production of statistics.
  • Participate in fact-finding and advisory missions to countries and other activities in support of work programme.
  • Manage the portfolio of on-going programmes/projects through technical monitoring ensuring the proper application of a monitoring system to track progress on program results and indicators.
  • Coordinate and supervise the activities of programme staff, experts and consultants working as part of the technical assistance team.
  • Responsible for the timely preparation and quality control of all substantive technical reports, briefs and required documents.
  • Work closely with governmental and local partners to ensure ownership and delivery of project results and to ensure that they meet UN Women´s strategic plan requirements.
  • Provide capacity building support to counterparts in projects formulation according to results-based management requirements. 
3.       Analysis and Research Support
  • Participate in the analysis of women’s empowerment and gender equality in selected areas at national level.  ;
  • Undertake empirical research and analysis of trends and developments and related policy issues, relevant to the  UN Women mandate, projects and initiatives in Mexico;
  • Develop indicators and methodologies for review and evaluation of specific topics.
  • Contribute to the preparation of various written reports, documents and communications related to UN Women’s mandate in Mexico (e.g. drafts reports or sections of analytical reports, studies, background papers, fact sheets, technical guidance papers, parliamentary documents, briefings, correspondence, etc.)
  • Develop strategic research and maintain data partnerships, with other UN agencies, ECLAC, regional development research institutes, leading global thinkers on development, among others.
  • Identify strategic opportunities to strengthen the availability and quality of gender statistics, and develop and manage the partnerships needed to deliver them.
  • Provide substantive support to the UN Women Representative on inter-agency coordination related activities.
  • Convene groups of key thinkers on gender to input, advise and steer UN Women’s research and data agenda.
  • Represent UN Women in inter-agency working groups and fora on research and statistics; organize and participate in working groups, meetings, conferences, consultations with other agencies and partners on social and economic development related matters.
  • Liaise with officials of governments, representatives of national, regional organizations, organizations of the UN system, etc. on selected social and economic issues related to the implementation of specific programmes, action plans or other initiatives in Mexico, and provide advice on gender-responsive policies and inclusive growth.
 
4.       Advocacy, Knowledge Management and promotion
  •  Actively lead a UN-Women wide community of practice on research and statistics, as one part of efforts to strengthen the capacity in this area.  
  • Support the establishment of advocacy networks at national level and linkages to international networks.
  • Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners.
  • Identify and synthesize best practices and lessons learnt from Mexico Country Programme.
  • Proactively contribute to knowledge networks and communities of practice.
  • Derive policy recommendations from research and assist in the development and implementation of an evidence-based advocacy strategy;
  • Oversee the production of knowledge products to meet UN Women needs and standards of quality. 
  • Implement the quality assurance process for knowledge products and publications. 
  • Support the roll out of the Corporate Knowledge Strategy in Mexico by engaging in advocacy and communications. 
  • Work creatively and flexibly across UN Women, to identify synergies and linkages in relation to research and data.  
  • Contribute to internal reviews of UN Women policies and programmes to ensure good use of evidence.

Required Skills and Experience

Education: Master’s Degree in Research, Statistics, Demography, Econometrics, or closely related field, with specialization in gender and/or human rights or closely related field (e.g international development).


Experience:
Minimum 5 years experience at the national or international level in development, working on the research, design, implementation, monitoring, and evaluation of development projects, preferably in the field of gender and human rights of women.
Several years experience in carrying out research and preparing quantitative studies, utilizing statistical methodologies, and requiring a thorough knowledge of database applications for statistical analysis.
Prior experience in the UN System and the Region will be an asset.
