Oxfam Novib is looking for a

Programme Coordinator for the
“South Sudan Peace and Prosperity Promotion Program”
Fulltime / 1 year contract, with the possibility of renewal 
Based in Juba, South Sudan (Single posting)
Programme period: October 1, 2012 – June 30, 2015

Context:
This programme is one of four programmes which Oxfam will implement in Africa and South Asia following a successful tender from the Dutch Ministry of Foreign Affairs (the DGIS Reconstruction Tender 2012-2015). The South Sudan Peace and Prosperity Promotion Program will be implemented in three states: Warrap, Upper Nile and Central Equatoria. The 33 months programme will facilitate community conflict resolution mechanisms, improve food security, increase access to water and improved water management, and strengthen local government and civil society. The programme has a total budget of 5.4 million Euro and involves Oxfam Novib (Netherlands) as lead, Oxfam Great Britain and Intermon Oxfam (Spain). 

Objective of the position
To manage and ensure delivery of the South Sudan Peace and Prosperity Promotion Program and contribute to building up Oxfam (Novib’s) knowledge on conflict transformation and governance.

Main tasks
- Provide leadership and management of the South Sudan Peace and Prosperity Promotion Program and ensure that targets and objectives are achieved in line with the approved programme proposal, the Oxfam Novib Business Plan 2011-2015 and the Oxfam Strategic Plan 2013-2019.
- Manage the program’s finance manager on a day to day basis and coordinate with implementing partners and Oxfam affiliates.
- Lead the operationalization and rollout of the programme. This includes liaising with program partners, organising and chairing (inception) workshops, drafting terms of reference for research and consultants, and managing these as appropriate. 
- Represent the programme in external forums. Identify opportunities for funding in order to upscale the programme and continue it beyond 2015 where appropriate, and develop proposals.
- Provide programmatic and technical advice to the South Sudan Peace and Prosperity Promotion Program team. Ensure high quality project planning, monitoring, evaluation and learning including regular field visits to the states where the programme partners and Oxfam affiliates are located, communication of progress within Oxfam and to other stakeholders, and results and grant management.
- Be accountable to the ACD South Sudan on budget variances, accountability and appropriateness of budget spending. 
- Establish and implement relevant monitoring systems to keep track and report on programme process.
- Regular liaison with Nairobi-based Oxfam Novib staff from where the South Sudan program is managed. 
- Collaborate with the Oxfam South Sudan Country Leadership Team. 
- Ensure linkages as appropriate to the Oxfam Rights in Crisis Campaign with a focus on gender, insecurity and livelihoods, and to the Oxfam GROW Campaign. 
- Consolidate annual report in line with donor agreements and Oxfam (Novib) policies and procedures. Ensure timely reporting.
- Regular information sharing with all stakeholders on progress of project implementation and any relevant issues, including the updating of project monitoring and issue logs.
- In case of crises, exercise crisis management, including by liaising with Oxfam humanitarian staff as appropriate. Ensure Oxfam’s one programme approach (i.e. development, humanitarian, campaigning) is upheld. 

Reporting lines
- You report to the ACD South Sudan and have direct contact with the programme’s partners and implementing Oxfams in South Sudan as well as with Nairobi-based Oxfam Novib staff, with relevant units at Oxfam Novib Headquarters including Knowledge and Program Management, Lobby department, External Funding, Quality & Control, and with other Oxfam affiliates. 

You
- Have a relevant Masters degree, preferably in a development-related field.
- Can demonstrate a minimum of 5 years of relevant working experience in similar positions and have affinity with international development issues; familiarity with the rights-based approach and a commitment to a gender sensitive approach; and have a good understanding of the role of local/national civil society in development. 
- Have expert judgement and a well-developed understanding of livelihoods/food security, conflict transformation, post-conflict reconstruction, local peace-building and conflict sensitivity/‘do no harm’, particularly with regard to the Sudan/South Sudan context.
- Experience working in South Sudan and knowledge of the conflict dynamics are desired. 
- Have human resources experience and experience with leading and inspiring a team.
- Have proven experience of programme and financial management and coordination of complex multi-partner and multi-annual programmes.
- Have experience and good understanding of monitoring, evaluation and learning (MEL). 
- Have knowledge of humanitarian principles. Ability to weigh risks and deal with sensitive issues. 
- Knowledge of advocacy and campaigning to ensure linkages with Oxfam campaigns. 
- Have excellent analytical and communication skills and demonstrable ability to think strategically, innovatively and practically to improve programme quality and to forge linkages between programmes.
- Have good communication skills and fluent spoken and written command of English.
- Have experience raising funds from international donor agencies.
- Are available to travel to the 3 South Sudanese states where the program will be implemented (as needed) and to Nairobi where South Sudan team is based.

This is an international single posting position. Oxfam Novib is committed to providing you with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. The salary range for this position is set in scale 10 with a salary range between 
€ 3.229,- and € 4.969,- (40hrs per week) based on relevant experience for this position. 

The position will be based in the Oxfam Great Britain offices in Juba, South Sudan.
