SUMMARY

Under the overall guidance of the Director of the Administration and Legal Department, the Head of Finance is responsible for all Finance and Support Services matters of the Secretariat. Advises the Director and the Secretariat in these areas and supervises Finance, Logistics and IT functions; ensures that procedures and regulations are respected.

PRIMARY RESPONSIBILITIES

  • To assist and advise the Director and the organization on all Finance and Support Services matters, the latter comprising Logistics and IT/Communication Systems;
  • Has the overall responsibility for the Finance, Logistics and IT areas and related issues, including supervision and management of the Finance, Logistics and IT/Communication officers;
  • Ensures the services falling into the responsibilities function properly, including planning and strategy; solves all issues related to responsibilities/service areas;
  • Is responsible for the implementation of financial accounting systems, rules and procedures for the Secretariat according to financial regulations and the internal guidelines created for the organization;
  • Is responsible for the effective security and control of designated funds allocated to the organization and all necessary internal and external administrative functions related to the efficient expenditure, including efficient data management and the provision of supporting documentation concerning expenditure;
  • Monitors and supervises direct day-to-day financial and support services operations of the Secretariat, as well as prepares all related reports, including figures, statistics, inventories and analysis of current and future requirements;
  • Manages treasury, finance, and accounting functions with the necessary processes and internal controls to safeguard the corporate assets;
  • Manages budgeting and long term financial planning processes;
  • Coordinates the preparation of financial statements, financial and informative reports, and ad hoc reports;
  • Develops reliable global cash flow projection processes and reporting mechanisms;
  • Manages the contact with bank and other providers;
  • Provides training and assistance to the Secretariat members related to finance and service support matters.

QUALIFICATIONS, SKILLS AND RELEVANT EXPERIENCE

  • Advanced University Degree in Business or Public Administration, Economics, Finance/Accounting or equivalent academic or professional training;
  • Minimum 7 years of experience relevant to the duties described above, preferably in EU organizations;
  • Knowledge of EU rules and procedures regarding Finance and Accounting;
  • Effective and extensive operational experience at middle management level, particularly in finance and accounting. Experience in IT/Communication and Logistics an advantage;
  • Leadership skills and experience in team management;
  • International experience, particularly in multi-national and international organizations would be desirable.

LANGUAGES

Good command of English and French, both orally and in writing. Knowledge of Spanish, Arabic and/or other languages of UfM countries would be considered a plus.
