  1. Organizational Context
The Civilian Technical Assistance Program (CTAP) is an Afghan government program that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. CTAP helps Afghan government organizations to implement capacity development and performance improvement program by providing them with skilled international technical experts and capacity development advisors.
The Ministry for Education is mandated to develop human capital base through all levels of education. It aims to provide equitable access to primary, secondary and tertiary education for all children and adult students. It seeks to maintain a high quality of education through monitoring and evaluation and constant performance appraisal.
This ministry is responsible for general education, teacher training, management of education infrastructure, Islamic education, technical and vocational training, curriculum development and literacy in almost every district in Afghanistan.
On behalf of the Ministry of Education (MoE), CTAP is now seeking to fill the position of Structural Designer and Management Specialistto work in the Ministry of Education’s Infrastructure Services Directorate, under the management of the Director. This position is open to international passport holders only: Afghan expatriates and nationals of the regional countries are especially encouraged to apply.
  1. Position 2.1 Nature and Scope of Assignment
This assignment involves supporting a government-led capacity development program within the Ministry of Education’s Infrastructure Services Department (ISD). Under the supervision of the Director, the successful candidate will provide technical advice, management support and technical inputs required to allow ISD to achieve the target of providinga safe learning space for the school children of Afghanistan. The successful applicant will be expected to work with and through his/her Afghan national counterpart/s, and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities.
2.2 Duties and Responsibilities
Under the supervision of the ISD Director, the successful candidate will be working with the head of design section of ISD. He/she will support the staff of the design section assigned to him/her as counterparts for transferring knowledge and enhancing the existing capacity with assistance from the CTAP Capacity Development team and other relevant staff and advisors. The Structural Designer and Management Specialist will: • Assist ISD in reviewing and updating structural design specifications in relation to education infrastructures building of ISD/MoE in Afghanistan context; • Review the existing 82 typical designsproduced by ISD and bring them up to the international standards; • Guide and assist ISD design team and other engineers in new designs, review and revise the existing typical designs in a step by step manner with counterparts in order to transfer the knowledge; and prepare new standard designs as per the ISD requirements; • Assist and build capacity of the team in structural design of education infrastructure buildings including training in application of new software of this field and project management; • Work out the Structural Design Specifications for ISD that are adaptable to the Afghanistan context, this should be in close coordination with other relevant stakeholders and institutions; • Be able to plan and coordinate all phases of structural projects designs from conceptualization and requirements determination through planning, design and final execution;
• Work closely with the other National and International Technical Advisors in reviewing of typical buildings’ design and drawings and implementing Quality Control and Quality Assurance Manual, Estimation & BOQ Preparation Systems, Planning Manuals, Maintenance Strategy and etc.
2.3 Deliverables
The deliverables expected from the Structural Designer and Management Specialistare: • Architectural design specifications in relation to education infrastructures of ISD/MoE reviewed and updated. • The existing typical designs drawings of school buildings and other education infrastructures reviewed and revised; and new standard designs prepared as per the ISD needs. • Proper training action plan prepared and capacity of the counterparts evaluated at different intervals. • Team of architects fully trained in using the most current software applicable to the architectural engineering field. • All phases of architectural project designs, from conceptualization and requirements determination through planning, design and final execution planed and coordinated.
2.4 Skills, Experience and Qualifications Required
The following key qualifications & competencies are required for the International Technical Advisor (Structural Design Specialist) forInfrastructure Services Department of the Ministry of Education: • University degree from a well-recognized university in Civil Engineering specialized in Structural Designs, experience in design of education facilities at Masters Level or above is preferred. • Minimum 10 years’ experience in Structural Design and project management, including at least 5 years experience in the management of construction projects, relevant working experience in the postwar countries and under developed countries is a plus. • Should have solid experiences in using structural design software andbe capable of training provision to the counterparts in current software of the relevant field; e.g. SAFE, E-TABS, SAP, PROCUNE and etc. • Proven track record of experiences in child-friendly and earthquake resistance school design and construction in any developing country and/or government led education infrastructure projects advantageous. • Ability to focus on and follow through priority activities and assignments. Ability to handle effectively multiple tasks without compromising the quality, team spirit and constructive working relationships with all colleagues. • Ability to actively seek and improve services, offer new and different options/initiatives to solve problems and meet client needs, and promote and persuade others to consider new ideas. • Fluency in Dari and/or Pashto a plus.
