World Vision Security Manager - Goma

The Security Manager Goma will support the WV DRC Eastern Region Director in ensuring that effective security measures for the Regional Office programs are both appropriately planned for and addressed within the regional context. Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security.

RESPONSIBILITIES INCLUDE:
• Develop and implement the Regional Office security strategy in alignment with WV security policy so as to ensure the operational priorities of the Regional Office are appropriately supported.
• Work with the Regional Director and Regional Security Director to carry out Security Risk Assessments as required/directed.
• Represent WV at local NGO security network meetings and ensure information from these groups is disseminated to relevant staff.
• Coordinate the assessment, development and implementation of the Regional office capacity building plan for security management based on local security risk assessments.
• Provide a regular security report to the Regional Office in Goma, National Office in Kinshasa and the Southern Africa Region Office in Johannesburg.

REQUIRED SKILLS INCLUDE:
• Bachelor’s degree or equivalent experience. (preferred)
• Confirmed employment of the security officer is contingent on him/her passing the Hostile Environment Awareness Training (HEAT) training course within 90 days of employment (probation period)
• At least 5 years of experience in a proven security or emergency service field (public, private, and government or NGO sectors in military, security or law enforcement services).

• Minimum 3 years of experience working with UN Agency / NGO
• Radio and/or Satellite phone communications experience, operations and management
• Demonstrated project management stills and the ability to work effectively under pressure (particularly in a crisis situation)
• Ability to communicate well in English & French (verbal and written) – particularly in a crisis situation
