EU Regulatory Affairs Manager - Philips Belgium


Your challenge
The primary responsibilities of the EU Regulatory Affairs Manager are to follow closely the development of energy, climate change and environment EU regulatory issues of prime concern to Philips and to provide technical expertise when needed; to perform active lobbying towards EU Institutions.
The scope and influence is both internal and external
Internally:
  •  The job consists in following closely energy, climate change and environment EU legislative proposals with a regulatory, technical content and supporting Lighting & Sustainability with the analysis of their likely impact on the Philips businesses (analysis & damage control). This pre-supposes to monitor actively all Philips EU priority issues, and to provide an accurate and constantly updated status report on EU legislative proposals.
  •  Conceives and implements policy positions and advocacy strategies on areas of expertise.
  •  Acts as a focal point on EU Affairs for sectors, markets and corporate departments providing expertise of the European Institutions’ decision making process in the fields of energy, climate and environment EU law.
  •  Gives strategic advice on the interpretation of EU energy and environmental legislation to Philips senior representatives.
  •  Provides guidance on lobby process to colleagues with a technical background.
  •  Drives long term collaboration with sectors and markets on areas of expertise.
  •  Supports the development and maintenance of the EAO program (contributing monthly to the EAO newsletter on EU topics of expertise).
  •  Co-develops the program and provides training session “Engaging for growth in Public Affairs” a training course for senior Philips managers representing the company externally.
Externally:
  •  The EU Regulatory Affairs Manager drives lobbying activities and influences regulations/policies in the areas of EU energy, climate and environment, in order to actively promote/safeguard Philips business interests towards the European Institutions and International Organizations.
  •  Coordinates cross-sector Philips participation at the EU level.
  •  Represents Philips in meetings with senior officials of the European Institutions.
  •  Assists Philips senior management in EU meetings, including preparation of strategic messaging. Where needed acts on behalf of Lighting Senior representatives (ex. CEO EMEA)
  •  Develops and manages extensive network ok key contacts in EU Institutions and Brussels stakeholder community and liaise with other (EU MS) organizations sharing common objectives in terms of sustainable energy and environmental policies.
  •  Represents Philips in the Brussels/EU arena, vis-a-vis decision makers, trade associations and other interest groups as well as speaks in panel debates.
  •  When appropriate, he/she represents the Head of office or Head of Global Government Affairs to Lighting in various forums to increase Philips visibility on the Brussels scene and multiply networking effect.
  •  He/she gives occasionally presentations towards EU stakeholders or towards external visitors.
Your responsibilities
  •  Have a clear understanding of the decision-making process in the EU and in the various decision bodies affecting regulations.
  •  Follow Philips Lighting & Sustainability EU priority legislative issues and monitor them so as to be able to interfere in the EU decision-making process at any moment.
  •  Analyze their likely impact on Philips activities (analysis & damage control). Provide an accurate and constantly updated status report on EU legislative proposals.
  •  Provide technical expertise to the businesses, and advice internally on necessary positions related to regulatory issues and help preparing them in close co-operation with business entities concerned. To this end, work in close co-operation with Lighting Gov. Affairs and Sustainability departments.
  •  Participate in lobbying activities towards the European Institutions; organize pre-briefings with Philips experts before visiting external officials and/or before accompanying Philips speakers to external events. Furthermore, contribute to enhancing Philips visibility by representing the company at P hearings, stakeholders meetings and other think-tank events.
  •  Be a regular member of the internal Philips Gov. Affairs (Lighting) Network. In that capacity, act as the “liaison” between Philips regulatory experts and the Brussels office from a technical perspective.
  •  Be a member of various European trade associations representing Philips. Profiling the company at various levels, including high level meetings and panel debates.
We are looking for
  •  University degree in Law/Political sciences essential
  •  Master degree in European Affairs/relevant postgraduate experience
  •  Good knowledge of EU procedures
  •  Solid understanding of European Institutions and its ways of working and lobbying environment
  •  European Institutions Network
  •  Have a work experience in one of the EU Institutions is desirable
  •  Broad generalist profile with cross-functional background or specialist background
  •  Good level of cross-cultural experience
  •  5-7 years of work experience
  •  Service minded towards requesters
  •  Good network of contacts or able to rapidly develop and maintain one
  •  Be able to speak to large public audiences (e.g. panel debates in the European Parliament)
  •  Excellent writing and oral communication skills in English
  •  Very good linguistics skills on other European language, like French
  •  Have a strong interest in global business and technology
  •  Good inter-personal skills, proactive, networker, flexible and real team player
  •   Availability to travel (especially to the Netherlands)
