Senior Officer Corporate Development , Jakarta, Indonesia

Reporting to Head of Human Resources Division, the incumbent is responsible for the planning and implementation of organizational development and learning strategies, and programmes to support ASEAN SECRETARIAT’s Vision, Mission and Values. The incumbent for this position shall be required to:

• Diagnose/analyze organizational issues; develop and implement change interventions that will improve organizational functioning, leadership bench strength, and facilitate organizational initiatives in response to organizational requirements. (e.g., change management, reorganizations, etc);
• Provide organizational and talent development expertise to senior management/Heads of Divisions on organization assessment, diagnosis, strategic planning, change management, organization design, culture acclimatization, team development, and group process;
• Helps Departments maintain alignment with other parts of the organization, which effectively balances the interest of the departments and ASEC as a whole;
• Design, align, and integrate organizational capability building programs based on Performance Management Strategy/Plan to achieve optimal staff performance;
• Oversees the compliance of ASEAN Secretariat Staff Regulations (ASSR) and Policies (recruitment, compensation, retention, termination, etc), Job Descriptions, Work Standards and Standard Operating Procedures for all Human Resources Functions;
• Work closely with HR Operations Section to provide required initiatives (e.g., performance management plans, compensation plans, workforce plans, Action Labs);
• Develop strategies for training and development which are aligned to the overall strategic direction of the organization; Training Needs Analysis, design training plans, budgets and reports; 
• Conduct briefings, presentations, and able to provide Teambuilding, Team-bonding and Mind-bonding training, fosters staff engagement and morale when necessary.
• Act as Resource Person and in the absence of the Head, HRD shall represent the division at significant meetings.

Qualification and Experience Requirements:
• Post Graduate Degree with minimum of six (6) years’ work experience in Human Resources Development with the last 2 years in a managerial/supervisory capacity;
• Proven track record in Human Resources Development/Organizational Development and/or Learning and Development; 
• Good IT skills with hands-on knowledge and experience in using Microsoft Office applications, particularly Microsoft Power Point and Excel; 
• Applicant with experience in organizational Education/Teaching/Training is preferred.
