SNV is a not-for-profit international development organization, funded from public and private sources. We currently work in 35 countries world-wide, including 8 in West and Central Africa. SNV was founded in the Netherlands in 1965, and started to operate in DRC since 2008.
SNV believes that inclusive growth and development are essential for lasting success. Sustained poverty reduction requires poor men and women to both contribute to and benefit from growth while having access to quality basic services. SNV concentrates its capacity development services in programs with demand driven change processes in Agriculture, Renewable Energy (including REDD+) and Water, Sanitation and Hygiene, with the objective to improve the livelihoods of low income people.
SNV provides advisory services for solutions with local impact, and plays a role in knowledge networking and advocacy, building on linkages between local and international presence and expertise. To achieve impact at scale, SNV implements a programme approach with our local partners, built within a strategic framework of local and international priorities. We focus on systemic change and local ownership and provide contextualized solutions for development impact at scale. Public and private funds are mobilized for program implementation, including SNV staff and overhead costs.
As country director in DRC, you will be leading a country program with currently a workforce of over fifty (50) members, twelve (12) projects in the 3 sectors, and a budget of four million and two hundred Euros (4.2) in 2013, including a targeted amount of one million seven hundred (1.7) external revenues. Moreover, some multi country programs in the Congo basin are managed and supported by the SNV DRC team.
Main challenges for the coming years are business development to have the DRC program fully externally funded within 2 years’ time; quality improvement of the programs, improve efficiency and effectiveness and a substantial cost reduction to ensure SNV is competitive in the funding market.
Overview of the position
You will be responsible for development results, financial and human resources management, with partnership building and resource mobilization including deal making for the country program. You will ensure program coherence in sectors and operational collaboration between the teams. You will be expected to improve the quality, results and sustainability of the country program and bring this to scale. You will represent SNV externally, build and maintain a network of development partners, be well informed about national developments and priorities. You will inspire and engage your country team, and chair country management consisting of program and support staff. You will be expected to coach, support and guide staff to achieve better results; to uphold SNV’s policies, and foster a practice of learning, documentation and sharing. You will adhere to SNV’s Code of Conduct and ensure that staff in your country program does the same.
You will report to the Managing Director responsible for this cluster of countries.
Key Responsibilities
- SNV profiling and resource mobilization: Ensure a high quality implementation of SNV programs; strengthen SNV’s profile as high quality service provider, while ensuring that the DRC program is fully externally funded in two years’ time;
- Develop and manage programs in sectors and ensure application of SNV’s agreed global approaches; Initiate, develop, position, and manage SNV’s programs in DR Congo in an impact- and results oriented manner;
- Contribute to and participate in SNV’s corporate sectors strategyand policy development and lead country strategies and program development in identified (sub) sectors and value chains;
- Promote and participate actively in the collaboration within and between countries. Translate SNV’s strategy on advisory practice in opportunities for scalable impact in poverty reduction within the country
- Represent SNV- network at all relevant levels with clients, partners, local providers of capacity development services, authorities, diplomatic missions, colleagues, donors, media and other relevant organizations;
- Act as a role modelof entrepreneurship and drive, enquiry and impact orientation;
- Provide inspiring, coaching and result-oriented leadership for key staff. Stimulate individual and team development and monitor organizational performance against key indicators;
- Facilitate learning and knowledge development of staff, within and between teams, stimulate cross border knowledge, networking and sharing of best practices.
Candidate Profile
- Master’s degree or equivalent;
- Knowledge and understanding at strategic level of the international developmental sector, relevant actors and relevant developments concerning SNV core business;
- Excellent networking and positioning skills, being able to link to international organizations, private and public sector, and local organizations;
- Track record in partnership building and resource mobilization.
- Capacity to translate strategy into impact-oriented programs and results;
- 10 - 15 years relevant management experience, preferably in multifaceted development work - able to coach, lead, stimulate, and inspire professionals in a development context;
- Entrepreneurial and result oriented attitude;
- Able to act with a mature, outward looking, tactful, persuasive and open mind;
- Excellent leadership- and people management skills;
- International work experience in different countries;
- Track record in one of the 3 focus sectors of SNV is an asset;
- Strong quality orientation
- Implementation power with “making things work” mentality
- Proficient in French and good working knowledge of English
