Chief Of Party - RDMA Regional Monitoring And Evaluation Services (S.E. Asia)

The QED Group is seeking a Chief of Party for anticipated work with USAID Regional Development Mission Asia (RDMA) to provide enhanced scientific evaluation and knowledge management relevant to public health programs in Asia by establishing a regional platform for evaluation of health related programs. The project will build operations research and program evaluation capacity of institutions in the region resulting in evaluations of local or regional public health initiatives, regional and global dissemination of the findings from these evaluations, and enhanced application of evaluation findings to public health practice.
Duties and Responsibilities:
  • Ensure effective and efficient performance for all technical and administrative aspects of the project, and oversee all quality control and reporting of project deliverables and results.
  • Develop and implement an innovative and coherent methodology for evaluating USAID RDMA’s portfolio.
  • Oversee project results tracking and reporting.
  • Assess human resource requirements, provide technical input to recruitment process, train local professional staff in evaluation skillsets, and identify short-term technical assistance needs.
  • Communicate with project management staff on the project status, performance, and impact, insuring project results achieved in a cost effective, compliant and sustainable manner. 
  • Interact with senior Mission and regional government officials.
Key Qualifications:
  • A Master’s degree in public health, health management systems, sociology or a relevant discipline;
  • At least 10 years of experience in progressively more senior positions on international public health and or health related programs of similar size and scope.
  • A minimum of three years of experience in a senior project management position, on a donor funded development program such as Chief of Party, Deputy Chief of Party or Component Leader, preferably on a USAID- funded program.  This includes experience designing, developing and implementing project management systems and overseeing program start-up and close-out under time constraints.
  • Ability to build positive working relationships with USAID and other U.S. government agencies operating in the region.
  • Previous experience on managing public health or regional evaluation projects in South East Asia preferred,
  • Strong familiarity with USAID policies and regulations preferred.
  • Strong communication, writing and interpersonal skills.
  • Excellent team management and interpersonal skills, and the ability to build and administer teams of U.S., third country and local experts.
