Local/Regional M&E Experts - RDMA Regional M&E Services (SE Asia)

The QED Group seeks local /regional M&E Experts for a project aimed at providing monitoring and evaluation services of health sector projects for USAID’s Regional Development Mission for Asia (RDMA). The project will be based out of Bangkok, Thailand and operate throughout the S.E.Asia region including Burma, Cambodia, China, Laos, Thailand and Vietnam. Local M&E experts will be members of evaluation teams that conduct impact and performance evaluations of regional RMDA projects throughout the projects lifetime.
Duties & Responsibilities:
  • Design and conduct evaluations of RDMA programs. 
  • Help design baseline surveys or other types of data collection activities in the field (or manage local consultants or contractors responsible for these activities). Undertake or manage data quality assessments.
  • Analyze problems and difficulties encountered in evaluation project implementation.
  • Recommend adjustment of the project plan, program objectives, and funding sources to accommodate critical logistical or operational changes.
  • Develop and report on key evaluation findings, conclusions, and recommendations.
Key Qualifications:
  • Undergraduate degree in public health, social sciences, international development, organizational development, or related field Master’s degree preferred.
  • A minimum of 5 years of experience conducting monitoring and evaluation of donor or government projects with at least one year experience with USG-funded projects. Technical focus on health sector projects highly preferred.   
  • Demonstrated success developing and writing evaluations and other reports.
  • Excellent written and spoken English.
