INTERPOL is the world’s largest international police organization, with 190 Member States. Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities, and services whose mission is to prevent or combat international crime. INTERPOL is now looking for a qualified candidate to serve as Assistant Director within the Research and Innovation Sub-Directorate* in the INTERPOL Cyber Innovation and Outreach Directorate.
Job Title:Assistant Director, Research and Innovation
Reporting To:Director, Cyber Innovation and Outreach
Location:IGCI, Singapore**
Duration: Three-year secondment
Grade:Grade 2
Security Clearance Level:Enhanced

 The key goal of the incumbent shall be to assist the Director (Cyber Innovation and Outreach) to promote innovative research and development in the area of digital crime and cybersecurity and leverage research and development undertaken by the Organization, in line with the organizational strategic direction and priorities.
 
Primary Duties
Management of Research and Innovation Strategy
  • Lead the management and development of the organization’s research and innovation strategy in the area of digital innovation for law enforcement, in close cooperation with the Strategy and Outreach Sub-Directorate. 
  • Leverage the knowledge of the Organization to develop and maintain strategic partnerships with relevant stakeholders to promote digital crime research and innovation.

Research and Innovation Trends Analysis
  • Support the coordination of  collaborative research projects in innovative IT solutions with a view towards improving digital crime and cybersecurity research capacity and promoting cooperation among all stakeholders in the same area.
  • Lead a group of experts in strategic analysis of the outcomes of monitoring and analysis of  emerging crime trends and threats to digital security, through employing appropriate scientific methodologies, such as horizon scanning and risk assessment programmes, and data and pattern mining through usage of various processes including statistics, artificial intelligence and database management.
Research and Innovation Law Enforcement Methodology Development

  • Identify and define research needs of the law enforcement community in the area of cyber and develop guidelines and best practices for digital crime and cybersecurity innovation.
  • Coordinate development of innovative methodologies for research and tools development drawing on open source intelligence, partnership contributions and in close cooperation with the INTERPOL Digital Crime Center.
Performs other related duties as required by the Director Cyber Innovation and Outreach.

Requirements
All candidates will be assessed on the under mentioned requirements.
Education
  • At least five years’ University education (Specialization, Masters or Doctorate)
Experience
  • Minimum of 5 years’ experience in the area in question, and where necessary proven experience in management.
  • Profound expertise in the area of cybersecurity in a law enforcement environment.
  • Experience in cybercrime and internet related crimes.
  • Knowledge of cyberspace related technology and cybersecurity techniques and developments.
  • Extensive knowledge of current computer, communications and digital technologies.
  • Experience in the design and management of databases and information sharing platforms.
Languages
  • Professional fluency in English required.
  • Working knowledge in at least another official working language required.

Working Conditions
This post is to be filled on the basis of a secondment.
Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of the official, an expatriation allowance may be paid for a maximum period of six years. This post requires occasional travel on missions, sometimes of a long duration and at short notice.
The incumbent will be occasionally required to work irregular hours or overtime based upon workload.
*The Organization reserves the right to modify the Directorate and/or Sub-Directorate’s name and internal structure. This may have an impact on the functional title and reporting lines of this position.
**The Organization reserves the right to change the duty station proposed in the present circular at any time, subject to the rules in force, and will inform the authorities concerned accordingly.
