OBJECTIVES OF THE PROGRAMME :
1. Health Services Development (HSD)
To work closely with countries to develop and monitor implementation of health policies, strategies, and plans that are robust, coherent, comprehensive and realistic, with strong links between national and operational levels. The unit supports integrated approaches to service delivery and referral for optimal use of shared system resources by all programmes to accelerate progress towards universal coverage of safe and quality health services.
2. Health Care Financing (HCF)
To support member states to progress towards universal health coverage through the development of health financing system, including revenue collection, pooling and purchasing, so that everyone has access to needed services (promotive, preventive, curative, and rehabilitative ) without financial hardship.
Description of duties:
Contract, support and supervise technical studies or research on cost assessment and analysis, healthcare demand and utilization, equity analyses of health service delivery strategies, health expenditure analyses, user charge practices, contracting out of services and financing of health services;
Monitor innovative health financing programmes and provide technical lead in the design and monitoring of pilot projects;
Provide and mobilize, technical assistance to the Ministry in developing the
five-year strategic plan, including the sector financing strategy and the medium term expenditure framework;
In collaboration with the Budget Adviser, build institutional capacity of the Ministry of Health on sector-wide management especially with regards to financial planning and management;
Facilitate the development of a monitoring and evaluation strategy to monitor sector performance progress and establish a donor coordination framework;
Collaborate with the Ministry of Health in the organization of health resourcing conferences and workshops, notably provide technical papers, and provide support in the development/implementation of a health financing policy;
Collaborate and convene developments in harmonization and alignment activities of health financing activities in support of Ministry of Health strategy
Work with and liaise with Western Pacific Regional Office (WPRO) as part of the Health Finance technical team

Expected specific outputs/outcomes:
Provide technical support to ministry of health and other ministries on health fincaing and social health protection
Facilitate national health financing policy and strategy development.
Active collaboration with development partners
Manage health financing projects and serve as focal point on health financing at the country level
REQUIRED QUALIFICATIONS
Education:
Postgraduate degree in Health Economics, Economics or public health.
Skills: 
Specific expertise and knowledge required:
Good knowledge on overall health system development
Deep understanding of health financing functions and practice
qualitative and quantitative skills on expenditure tracking, costing, planning and budgeting
communication skills with national policy makers and development partners
Proficient in standard MS Office software applications. Presentation skills.
Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct
Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to member States.

Experience:
Seven to ten years experience combined in economics, health economics, and health financing related work at national and international levels
Languages:
Written and spoken fluency in English is esssential. Working knowledge of other UN languages is an advantage.

Annual salary: (Net of tax)
USD67 483 at single rate
USD72 467 with primary dependants
Post Adjustment: 25.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
