CHILD EYE HEALTH EAST AFRICA PROJECT MANAGER

The project:
Starting in January 2013, the East Africa child eye health project is a multi country project to be implemented in selected regions of Kenya, Uganda and Tanzania. The project aims at reducing the percentage of avoidable blindness and visual impairment in the selected regions over 4 years through the development and implementation of a comprehensive child eye health project. The project is funded by Seeing is Believing(SIB), an initiative of the Standard Chartered Bank and International Agency for the Prevention of Blindness (IAPB), and is being implemented by a consortium of NGOs, academic and research institutions as well as professional bodies.
On behalf of the consortium, Brien Holden Vision Institute is seeking to employ a Project Manager for this project.
Project Title: Child Eye Health, East Africa
Position Title: Project Manager
Location: Kampala, Uganda
Contract duration: 2 years renewable based on performance

Main tasks and responsibilities:
Strategic partnership management
• Work directly with the Brien Holden Vision Institute to develop, harmonize and review annual plans
• Support the Project Coordinators on country level in Kenya, Uganda and Tanzania.
• Develop & manage strategic partnerships & linkages involving key stakeholders
Project Management and Quality
• Provide leadership, effective management, coordination as well as technical advice to the project consortium members
• Track/monitor progress against project objectives, milestones and activities, against scheduled work plans and overall programme objectives.
• Ensure all project documentation meets the required quality and compile and submit timely and quality reports
o Identify and discuss with the consortium any issues arising from the ground for research, evaluation, impact assessment and dissemination of findings.
o Assist partner organizations to identify issues that require advocacy and conduct advocacy, including raising the profile of blindness as a public health issue and build support for child eye health from key stakeholders.
• Keep track of the emerging issues and represent the consortium and regional governance team at key fora.
Financial management:
• Prepare annual project budgets and quarterly financial forecasts and monitor expenditure against these, advising the regional governance team on financial trends etc.
• Manage partner contracts/MOUs and be responsible for ensuring compliance to the terms and conditions of the grant as agreed with the donor and the consortium internal policies and procedures.
• Work closely with the Brien Holden Vision institute finance office to ensure all accounts are in order
Professional profile and requirements
Qualifications
• A degree in public health, public administration, disability and development or social sciences from an accredited institution
• An advanced degree would be an advantage
• Minimum of five years work experience, preferably in the development sector with a local or international development organization;
• Minimum of 5 years of experience in a senior management position, preferably in the health sector;
• Demonstrated experience in project design and project cycle management at large;
• Experience in dealing with a variety of government ministries, local and international donor organizations, and other partners;
• Knowledge of disability and development issues, especially in comprehensive eye care projects, an asset
Competencies
• Understanding of trends and standards in development work in East Africa
• Wide knowledge in disability, development and health concepts
• Strong experience in finance and administrative management;
• Good co-ordination and communication skills;
• Competency in networking (national and local government, partners, projects, NGO alliances);
• Computer literate; experience in database management, and use of Microsoft packages such as outlook, word, PowerPoint, excel, access;
• Ability to prioritize work and meet deadlines;
• Ability to work with minimum supervision, high level of autonomy and flexibility;
Personal profile
• Intercultural knowledge and sensitivity;
• Excellent interpersonal, diplomatic and conflict resolution skills;
• Team player and good communicator with a proven ability to motivate people;
• An East African or with the permission to work in East Africa
• Good public speaking and media skills
• Good written and spoken English, knowledge of Swahili an added advantage.
• Willingness to travel across the three countries to support partners
