Consulting opportunity for Mid-Term Review of the Implementation of the Initiative for ASEAN Integration (IAI) Work Plan II for Equitable Economic Development and Narrowing the Development Gap

The ASEAN Secretariat invites applications for the above-referenced project under the ASEAN Australia Development Cooperation Program (AADCP) Phase II supported by Australian Aid.

Needs and Objectives:

The goal of this project is for the IAI Work Plan to serve as a key strategic framework for NDG and EED, from now to 2015 and beyond. This goal will be achieved by having IAI Work Plan II future priorities agreed by the relevant ASEAN Sectoral Bodies/Working Groups and effective management arrangement involving relevant regional and national bodies implemented. 

Qualifications:

The bidder shall consist of experts and demonstrate the following: 

• Thorough understanding of ASEAN and CLMV issues; 
• Thorough understanding ASEAN Blueprints and ASEAN pillars / communities;
• Thorough understanding of IAI and its relation to EED and NDG efforts of ASEAN; 
• Proven experience in conducting institutional reviews, and design and review of development/aid programs or activities of similar nature;
• Proven experience and know-how in dealing with senior government officials, parliamentarians and other identified stakeholders;
• Proven ability for accuracy under pressure and adherence to deadlines; 
• Proven skills in writing and conversing in English;
• A thorough understanding of ASEAN, ASEC and AADCPII procedures will be considered added value.
