Philippines-Australia Public Financial Management Program (PFMP) is a joint initiative of the Governments of Australia and the Philippines to improve the efficiency, accountability and transparency in the use of public funds in the Philippines to enable better service delivery.

The program directly assists the national government to implement its comprehensive PFM reform agenda that is laid out in the Philippine Public Financial Management Reform Roadmap: Towards Improved Accountability and Transparency. As part of this effort, the PFMP is supporting the Department of Education (DepED) to improve efficiency, effectiveness and transparency in the allocation and expenditure of public funds and strengthen organisational capability in the internal audit to support the DepED management achieve its goals and objectives. 

Coffey International Development, the Service Provider of PFMP is recruiting an Internal Audit Expert (International)/Team Leader to work with DepED Internal Audit Service (IAS) to deepen and strengthen its internal audit capacities, and support them in managing and operating a modern internal audit function in the Department. He/She will be based in DepED Central Office, will report to the DepED IAS Director and will work closely with DepED IAS team, external stakeholders, PFMP Technical Advisory Team and other program personnel.     

The suitable applicant for this role should demonstrate a strong knowledge and international experience in conducting internal audits, internal audit management of QA and performance systems, and Computer Assisted Auditing Techniques (CAATs). He/She must hold a recognised professional auditing certificate from an internationally recognised body such as IIA, CA, ACCA, CIMA or equivalent.

As the Internal Audit Expert (International)/Team Leader,  he/she should demonstrate management capability to support the design and operations of internal audit systems in the public sector, preferably in the Philippines. He/She should have the ability to work cooperatively for,  and with different stakeholders and groups including representatives from central government oversight agencies. The Internal Audit Expert (International)/Team Leader should also demonstrate strong analytical, oral and written skills and be fluent in spoken and written English.
