Role Overview

A vacancy has arisen within the Environment and Sustainability Department (ESD) of the European Bank for Reconstruction & Development (EBRD) for a Senior Environmental Advisor. ESD is primarily responsible for the environmental and social appraisal and monitoring of Bank projects. These include investment projects (such as loans and equity) as well as Technical Co-operation projects and projects funded by Donors such as the Nuclear Safety Account (NSA) which is concerned with the financing of safety upgrades in nuclear plant within CEE and Former Soviet Union (FSU) countries. ESD also initiates a limited number of Technical Co-operation (TC) projects linked to investment projects and in support of capacity building and policy dialogue. The Department is also responsible for the Bank’s Environmental & Social Policy (ESP) and contributes to other policy aspects of EBRD’s work such as country and sector strategies and policies.

Key Responsibilities and Deliverables

The Senior Environmental Advisor will report to the Director, Policy and Project Oversight and will mainly carry out the following tasks and responsibilities.
  • Co-ordinate and assist in carrying out ESD’s Technical Co-operation activities. This will involve assisting in identifying and preparing TC projects, preparation of requests for donor and special funds and procurement of consulting services, liaison with relevant departments within EBRD and amongst the donor community as appropriate, administering and monitoring of TC projects.
  • Administer the environmental and social appraisal of projects financed by the Nuclear Safety Account. This involves ensuring all relevant parties understand and comply with the Bank’s Environmental & Social Policy, project-specific Performance Requirements and public disclosure of information and consultation requirements and that necessary procedural steps are followed by the recipient companies and projects. This task does not involve detailed technical appraisal of nuclear safety projects which is conducted by consultants.
  • Assist in environmental and social Oversight on specific projects. The Senior Advisor will assist other Advisors who function as Oversight Advisors during the environmental and social appraisal and monitoring of projects by ESD specialists. This is a quality control/assurance function which aims to ensure that projects comply with Bank environmental and social requirements.
  • Contribute to ESD’s policy and strategy work. The Senior Advisor will assist others in contributing to various Bank strategic and policy initiatives such as country strategies and sector strategies.
  • Contribute to the environmental and social appraisal of projects. It is essential that all ESD specialists have a practical understanding of how environmental and social appraisal and monitoring takes place in practice in order to inform policy and oversight work. For this reason, the Senior Advisor will be expected to act as Lead Specialist within ESD on a limited number of projects.

Essential Skills, Experience & Qualifications

Candidates eligible for consideration will require at least ten years relevant experience and expertise in project environmental and social appraisal operating within financial institutions, consultancy or agencies concerned with project appraisal. Candidates should also be able demonstrate a strong background in formulating or contributing to environmental policy. The position requires significant administrative, communication and organisational skills and candidates will need to demonstrate a strong, high quality, successful background in this respect. A background in environmental sciences and engineering would be advantageous.
