TERMS OF REFERENCE: Recruitment of a Senior Water Resource Engineer

I. Background:

Freshwater sources are scarce in the Maldives and provision of freshwater has become a major challenge in most of the islands. Climate Change is expected to have severe impacts on the limited freshwater sources further aggravating water availability facing the islands. Saltwater intrusion, flooding, changes in rainfall pattern are some of the key impacts which are expected to affect the availability of fresh water in the Maldives. Hence, adaptation to such impacts has been identified as one of the key aspects of National Adaptation Program of Action (NAPA). In response to the adaptation needs, the Ministry of Environment and Energy is implementing a number of projects through international donor assistance including the a demonstration project; “Increasing climate resilience through an intergraded water resource management program in HA. Ihavandhoo, ADh. Mahibadhoo and GDh. Gadhdhoo islands” in collaboration with UNDP and with the assistance of the Adaptation Fund. The project is targeted to increase access to safe water and demonstrate climate-smart freshwater management schemes in the target islands and replicate practices across the country. In this regard, the Ministry of Environment and Energy is seeking a qualified consultant to provide technical and management support to the relevant officials who are engaged in implementing projects in the sector. 

II. Objective:

To provide expert technical advice to the Ministry in implementing projects and ensuring that objectives are met.

III. Specific Tasks:

• Provide expert technical advice to the Ministry including but not limited to supervision of all technical aspects of the Integrated Water Resources Management Projects and ensure quality control of project outputs in line with existing guidelines and best practices; 

• Review all technical documents including detailed designs, tender documents, contract agreements as required. 

• Provide assistance in the tendering process and bid evaluation. 

• Provide supervision of all technical aspects during project implementation and handover phase; 

• Review technical reports, ensure quality comments and feedback are received through the engagement of stakeholders; 

• Develop detailed Terms of References for recruitment of consultants and contractors in collaboration with project team and oversee delivery of subcontracts as per the contract agreements; 

• Provide guidance to staff and contractors on existing water supply design criteria and guidelines implemented by Environmental Protection Agency of the Maldives and ensure that outputs are in compliance with EPA’s standards; 

• Ensure compliance of activities with National Environmental Protection and Preservation Act (4/93) particularly project activities are executed in accordance with Environmental Impact Assessment Regulation 

• Ensure that designs meet the policies and strategies identified by the National Strategic Action Plan and the Project Document in accordance with Integrated Water Resource Management practices to reduce impacts of climate change on water resources; 

• Support social mobilization works and community advocacy programs related to the projects and ensure community participation throughout implementation. 

• Visit project sites and monitor project activities on regular basis and undertake technical oversight to review the complaints and non-complaint issues related to project works; 

• Assist staff in planning ,and monitoring of projects. 

• Assist during field surveys and site visits and provide guidance in carrying out the work effectively 

• Provide on the job training to Water and Sanitation Department and Climate Change Department of the Ministry staff regarding the work carried out by the Consultant as to build capacity. 

IV. Qualification:

The applicant must be an experienced and qualified consultant who has international experience in integrated water resource management.

• Hold an advanced post graduate degree with qualification in the disciplines of engineering and/or integrated water resource management, environmental engineering, water and sanitation, 

• Very substantial, relevant and practical working experience, preferably in Small Island Developing States or in a similar geographic context in implementing water and sanitation programs and projects, 

• At least 5 years experience in water supply design and rehabilitation with a focus on desalination schemes;

• Sound understanding of climate related water and sanitation issues and their impacts on islands states 

• Demonstrated experience in community mobilization works related to water and sanitation programs and projects; 

• Excellent verbal and written skills English; 

• Excellent communication and interpersonal skills; 

• Computer proficient in Microsoft office products, other software packages 

• Willingness to travel to duty stations ; 

• Ability to work in close cooperation with all key stakeholders including government authorities, community groups, beneficiaries, partner organizations, and other stakeholders; 

V. Duration of the Assignment:

The technical expert will be required to carry out atleast 4 months of in-country fulltime project support and atleast 60 days off-shore support during a 1 year contract with a possibility of annual extension based on performance. 

VI. Selection:

Will be based on academic qualification and experience. Only shortlisted candidates will be contacted.

VII. FEE PROPOSAL / PRICE SCHEDULE:

The consultant is expected to include in his/her proposal a lump sum fee in United States Dollars for carrying out this task. The proposal, containing clear documentation on the methodology proposed and past experience, must be accompanied with detail breakdown of costs such as;

• daily consultancy rates 

• travel and accommodation (international consultants only) 

• cost of any other procurement of goods or services needed to be 
undertaken during the assignment 

• other overhead costs associated with the assignment 

• a plan of activities indicating proposed duration including a workshop program 

• an upto date curriculum vitae of the consultant 

The UN Daily Subsistence Allowance rate for Maldives can be used as a reference when compiling the financial breakdown. The date of exchange rate is the deadline for submission of applications. The source is the Maldives Monetary Authority’s reference rate.

The consultant is expected to provide their own laptop computers and other professional support if necessary. Note: All costs associated with domestic (sea/air) travel cost only to the field will be borne by the Project.
