Guianas Conservation Director, Suriname – #13033

World Wildlife Fund (WWF), the world’s leading conservation organization, seeks a Conservation Director for the Guianas Regional Program Office. Under the direction of the WWF Regional Representative for the Guianas, is the coordinator of WWF conservation program in the Guianas. Oversees the development, finalization and implementation of the WWF Guianas Strategic Plan 2012-2016 and all programs, projects and conservation initiatives. In collaboration with the Regional Representative, ensures that WWF conservation program in the Guianas is aligned with the GPF, WWF LAC Priorities, and the different GI’s such as LAI, FCI, SFNI and the GMTCS. Supports the commitment of the Governments of the Guianas under International Conventions such as CBD, CITES and RAMSAR. Assists the Regional Director in maintaining contacts with other WWF Offices and programs such as those of WWF US, WWF Netherlands, WWF Belgium, WWF France and WWF International as well as establishing relationships with other conservation organizations regionally and internationally. 

Major Duties & Responsibilities

1. Assists the Regional Representative in the planning, development, coordination, implementation and evaluation of WWF conservation program in the Guianas. In collaboration with the WWF Guianas Country Managers for Suriname, Guyana and French Guiana, and the Technical Officers, leads the development of the annual program and projects workplans for the Regional Representative’s review and approval. Ensures their technical soundness, consistency with WWF Mission, GPF and LAC Program, liaison with the GI’s and maximum conservation value of WWF’s support in the Guianas.

2. Coordinates the development and finalization of the Guianan Ecoregion Action Plan, and the development of the conservation indicators. Facilitates its implementation, and coordinates the monitoring of the conservation indicators. Fosters networking and collaboration among the different partners for its implementation.

3. Leads the timely preparation of semi-annual and annual technical reports to WWF network and relevant donors for WWF activities/projects in the Guianas for the Regional Representative’s review and approval. Ensures that these reports are appropriately distributed, and/or posted on the relevant WWF’s site(s).

4. Coordinates the development of new projects, programs and initiatives, ensuring adequate inputs from the Regional Marine Officer, Country Managers and Technical Officers, the Finance and Administration team, consultants and relevant stakeholders. Defines program scope and reach with respect to thematic priorities and program expansion. Assists the Regional Representative in preparing project proposals, fundraising and cultivating donors’ relation.

5. Collaborates with the Finance and Administration Management team in the development and monitoring of the Program operating budget, as well as project budgets, and supports the monitoring of compliance with approved expenditures. Ensures optimal application of WWF financial and human resources in the Guianas.

6. Assists the Regional Marine officer, the Country Managers and Technical Officers in the assessment of capacity building needs of Grantees and relevant partners, the development of appropriate systems and tools to respond to these needs, and the provision of long and short-term technical assistance to these project partners for the timely and sound delivery of conservation results.

7. Facilitates the work of WWF short-term consultants, including development of Terms of Reference, consulting agreements and sub-contracts, performance reviews, and payments. Ensures compliance with the relevant Terms of Reference.

8. Approves authorizations of payments to Grantees based on recommendations of the Grant Manager and the relevant Technical Officer, project agreements, approved budgets and funding needs. Coordinates the monitoring of grantees delivery of conservation results according to the terms of their respective agreements, and their compliance with WWF Regulations on allowable costs.

9. Develops and leads the technical monitoring and evaluation of WWF conservation program in the Guianas, including specific Grantees’ project activities. Organizes and facilitates the maintenance of proper program and project technical documentation. Ensures the documentation of lessons learned for application to other initiatives and sharing with other partners to maximize conservation impacts.

10. Supports the Country Managers and oversees the Technical Officers in the preparation of Technical Papers and other documents, ensuring their technical and strategic soundness, as well as timely production and distribution. Coordinates the production of official WWF position papers and communications for the Regional Representative’s review and approval. Coordinates their timely distribution as appropriate.

11. Organizes at regular intervals (minimum semestral) technical meetings between the 3 Guianas in order to share experiences and harmonise the actions in the 3 Guianas. Frequently visits the offices of both Guyana and French Guiana in order to get an understanding of the environment overthere and gradually steer the regional conservation agenda for the 3 Guianas.

12. Monitors new technical information, policy development and issues and trends related to conservation issues in the Guianas. Advises the Regional Representative accordingly. Establishes professional contacts with governmental and non-governmental agencies, research institutions, WWF network, and persons involved or working on biodiversity conservation and sustainable management of natural resources in the Guianas.

13. Communicates effectively, establishes and maintains good working relationships with colleagues, government representatives, donors, conservation organizations and development institutions. Keeps them abreast of WWF positions and general information related to conservation in the Guianas. Delivers lectures and/or presentations pertaining to conservation and WWF.

14. Performs other duties as assigned by the supervisor, and plays an active role in the successful operation of WWF regional conservation program.

Minimum Requirements

1. Masters of Science in natural resources management, environmental studies, or related field.

2. Eight years of field experience in the Latin America and Caribbean region or similar geographic region in conservation issues. 

3. Technically proficient and qualified in the field of integrated conservation and development. 

4. Knowledge of Protected Area Management, Trust Funds, Carbon Sequestration, Payments for Environmental Services, is a plus. 

5. Demonstrated success in program design, implementation and management. 

6. Ability to evaluate large scale and multi-facets conservation initiatives, and to synthesize and apply recommendations from a wide-range of fields and experiences. 

7. Experience in project financial management and administration, sustain¬able development approaches, and collaboration with local governments, NGOs and CBOs.

8. Proven ability to manage professional staff, coordinate team work, implement complex conservation programs, and work effectively with inter¬disciplinary staff. 

9. Strong negotiation and dispute resolution skills required. 

10. Excellent diplomatic skills and cultural sensitivity to work with a broad array of individuals and institutions. 

11. Willingness, ability and availability to travel.
Language skills:
1. Required: Excellent oral and written communication skills in English and French. 

2. Preferred: Spanish, Portuguese and Dutch is a plus.
