CARE USA EMERGENCY CAPACITY BUILDING COMMUNICATIONS MANAGER


CARE is seeking an experienced Emergency Capacity Building (ECB) Communications Manager to lead the implementation of a comprehensive and innovative internal and external communications and outreach strategy. This includes developing an understanding of the communications needs and preferences of key audience groups; crafting clear and engaging messages to communicate the ECB project’s activities, promoting ECB resources and key results and impacts; exploitation of a range of digital and offline platforms and channels for the communication of those messages; opening spaces for feedback from and dialogue with external stakeholders; and systematic monitoring of the effectiveness of the strategy and its contribution to the achievement of the project’s wider goals.
By ensuring that information and knowledge flows strategically and efficiently both internally and externally, the ECB Communications Manager will make a major contribution to the project’s work to support a significant and sustained improvement in the emergency preparedness and response capacity of the humanitarian community.
The ECB project is a collaborative initiative of six agencies: CARE, Catholic Relief Services, Mercy Corps, Oxfam, Save the Children, and World Vision. Following two successful phases (2005-2007 and 2008-2013) supported by the Bill & Melinda Gates Foundation, the European Commission (ECHO), the UK Government (DfID) and the US government (USAID) and other donors, the ECB project team is recruiting a communications manager to complete the end of phase II of the ECB project and contribute to the design and implementation of phase III (to begin late 2013).
The ECB project team members are currently based in the USA and the UK, and they work collaboratively at the country program, agency and humanitarian sector levels to improve the speed, quality and effectiveness of the humanitarian community to save lives, safeguard the livelihoods and defend the rights of people affected by disasters and emergencies.
Excellence in all aspects of ECB project communications and outreach will be essential to its success, especially given the decentralized nature of the project’s design, the diverse range of stakeholders involved and the importance of coherence with other initiatives in the humanitarian community.

Required
  • University degree or postgraduate qualification in communication, journalism, public relations or related field, or equivalent combination of education and work experience
  • At least four years of progressively responsible experience in communications, public information or public relations
  • Proven record of success in developing and implementing a communications strategy that contributes towards the goals of a project or organization
  • Fluent English
  • Excellent writing and editing skills, including versatility in a variety of styles, e.g., reports, case studies, news stories and writing for the web
  • Skilled in the use of a range of communications software packages, including web content management, Adobe, video editing (e.g. Adobe Première) etc.
  • Understanding of the principles of communications measurement, including digital data analysis and measurement
  • Strong skills in interpersonal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment
  • Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts
  • Strong team player, able to develop and maintain effective working relationships within a diverse and dynamic global team
  • Flexible, creative and solution-oriented approach in an innovative and frequently complex multi-agency environment
  • Competence with SharePoint services and MS Office applications, including Word, Excel and Outlook
Desired
  • Advanced degree or postgraduate qualification in communications or related discipline
  • 5-6 years or more of experience managing communications within international development or humanitarian organizations
  • Experience designing and managing websites, email lists, social media, blogs and other digital communication platforms and channels
  • Proven record of successful written work with journals or international media, including writing (or ghost writing) articles, placing news or op-ed pieces etc.
  • Sound understanding of humanitarian principles and practice
  • Extensive existing network of contacts in the development / humanitarian community
  • Experience in one or more of the ECB consortia countries/regions: Bangladesh, Bolivia, Kenya, Uganda, Somalia, Indonesia and/or Niger
  • Substantive experience with one or more of the participating agencies: CARE, Catholic Relief Services (CRS), Mercy Corps, Oxfam, Save the Children, World Vision
  • Knowledge of and experience with one or more of the three cross-cutting themes of the ECB project: staff capacity building; accountability and IMpact measurement; and disaster risk reduction
  • Previous successful experience in the management of multi-agency, multi-stakeholder collaborative projects
  • Fluency in Spanish, French or any other national language or dialect used in ECB consortia countries/regions highly desirable
