Chief Economist (EUR/5448)

The European Patent Office in Munich is seeking a Chief Economist *

2-year-contract (with possible extension)

The EPO has a growing interest in improving understanding of the economics of patenting trends. The Chief Economist's job is to bring economic considerations to bear on EPO policy. Internally, this means developing new projects to help the EPO to understand better how patents are used and what their economic impact is. It also involves raising awareness of IP economics among EPO staff. Externally, the Chief Economist promotes the EPO as a major player in the public arena (in academia and the press, among policymakers, etc.). The Chief Economist reports to the EPO President's Office and leads a small unit including a senior economist.

At the same time, to be able to gain from the experience of economists with various backgrounds, the EPO understands this position as a temporary appointment of mutual benefit to both the Office and the candidate selected. Therefore, to secure the benefits of rotation while ensuring that the selected candidate has sufficient time to work effectively, the appointment will be made on the basis of a 2-year contract, extendable by one or two more years. 

Main duties

  1. Link EPO policy with economic considerations.
  2. Take the lead and develop new projects designed to help the EPO to better understand the economic impact of patenting.
  3. Specific issues that should be considered are:
    a) the use of patents as a source of technological and market information
    b) markets for technology (licensing models and the like)
    c) patents and macro-economic performance
    d) organisation of seminars on economic topics
    e) collaboration with EPC member states and preparation of long-term policy actions
    f) co-operation with the OECD, WIPO, OHIM, European Commission and other interested bodies.
  4. Support the EPO's Economic and Scientific Advisory Board, in particular by providing its secretariat.
  5. Strengthen the EPO's contribution to public debate on patent issues, and raise awareness of IP economics among the public generally.
  6. Represent the Office in meetings with national patent offices and European and international organisations.
  7. Interact with all relevant EPO departments on topics related to patents and economics.
  8. Tendering of external studies and development of patent-related indicators.
  9. Other occasional tasks as specified by EPO management.

 

The ideal candidate will have

  • a PhD in economics or a related field, with 12 to 15 years' research and/or work experience (including time spent on PhD), preferably in the field of innovation and IP, and with a strong empirical orientation
  • done recent work relating to the role of patents in economics, finance and society
  • work experience at international level
  • a good network of contacts
  • highly developed oral and written communication skills
  • analytical skills and initiative
  • very good organisational and project-planning skills
  • the ability to interact effectively with different EPO departments.

 

Minimum qualifications

Diploma of completed studies at university level or - in exceptional cases - equivalent knowledge acquired over many years of qualified work. Many years’ professional experience. Excellent knowledge of one official language** and ability to understand the other two.

The successful candidate will be selected on the basis of qualifications, supplemented as appropriate by interviews and/or tests.

It is intended to hold the interviews on 14.5.2013 in Munich.
