Consultant- Social Equity and Gender

The Community Forestry Management (CFM) approach has been identified as one of the best models for the sustainable management of forest resources and livelihood improvement of the local communities. The CFM recognizes that economic alternatives are necessary if communities are to stop un sustainable exploitation of forest resources. Furthermore, the approach recognizes that the communities are themselves in the best position to protect the forest from illegal or unsustainable practices.
 
Community Forest Management in Sri Lanka is being implemented in Sri Lanka by the Forest Department. The Government of Australia has extended support since 2003. The first Australian assisted CFM effort was the “Sri Lanka Australia Natural Resources Management Programme (2003-2009) and the second phase is the programme is the current Sri Lanka Community Forestry Programme – SLCFP (2012-2016). The present SLCFP programme is being implemented in 16 districts in Sri Lanka with the technical support of UNDP.
 
One of the key technical assistance and institutional strengthening needs identified during the review of the first phase of CFM and incorporated into the design of SLCFP was in the “integration of gender and social equity” in Forest Department led projects and programmes.
 
Services of a consultant is sought to develop a three year programme for the Forest Department staff at various levels and in geographic regions in the country that articulate in detail the potential interventions and training programmes to integrate gender and social equity.
 

Duties and Responsibilities

Scope and Objectives
 
Scope:
Consultant-Social Equity and Gener will work with UNDP, Forest Department and other relevant government and non Govt. organizations to achieve the tasks detailed under the responsibilities section of the Terms of Reference.
 
Objectives:
  • To strengthen Forest Dept. staff capacity to integrate gender and social equity in programmes and projects.
Expected Outputs
  • A report on the current status within the Forest Department to integrate gender and social equity
  • A “Road Map” with a strategy and detailed activities, timelines and monitoring system to strengthen the capacity of the staff on the above subject area based on interviews, reviews and consultative sessions with the staff.
  • A set of Terms of References for a number of Consultants/Resource personnel for facilitating the proposed activities/interventions.

  • The envisaged time frame of the consultancy is three months.

Responsibilities and Qualifications of the Consultant- Sociology
 
The Consultant-Social Equity and Gender will be responsible for the following under the guidance of the Forest Department and UNDP:
  • Review the current forestry programme in Sri Lanka with the purpose of improving social equity and gender aspects within the Forest Department;
  • Consult with the Conservator General of Forests, Senior Deputy Conservator of Forests (Social Forestry & Extension Division) and other forestry officers on the barriers in integrating social equity and gender concerns in plans and programmes;
  • Consult the Community Based Organizations working along with Forest Department on their capacity needs and barriers in developing gender sensitive programmes with enhanced social equity;
  • Develop a strategy, an approach and a set of priority actions for the discussions with Forest Department senior staff on social equity and gender mainstreaming within the Forestry Dept., including that of the immediate stakeholder groups;
  • Further develop the strategy and action plans with timelines to implement a medium-term programme covering 2013-2016 period in the form of a “Road Map”;
  • Identify the roles of different resource personnel in the implementation of the proposed Road Map;
  • Develop an implementation plan with timelines, sequence of proposed interventions along with a monitoring system with indicators and benchmarks; and
  • Develop Terms of References for the resource persons identified
  • Support the Forest Department to set up the programme

  • Ability to work in team and deliver timely and quality analysis

Required Skills and Experience

Education:
  • A Masters degree in Sociology or related subject area.
Experience:
  • Minimum of 10 years of experience in developing training and capacity development programmes.

  • Detailed financial proposal in Sri Lankan Rupees (LKR) with a clear indication of all inclusive fee for each of the deliverables (to include consultancy fee/honorarium/stationery/admin costs/ honorarium to sector consultants and other costs etc). Please note that any travel costs for work done outside of the duty-station will be agreed at the time of travel on actual basis and should not be included in the financial proposal.

Note:
  • The applicant must factor in all possible costs in his/her financial proposal including his/her monthly consultancy fee, honorarium, communication cost such as telephone usage, printing cost, and stationary, and any other foreseeable costs in this exercise.
  • The consultants/organizations are responsible for arranging their transportation, accommodation and other costs for any travel to the field (if required to) including driver, accommodation, fuel, and vehicle). The estimated transportation/accommodation cost (daily rate) should be submitted to UNDP for approval and endorsement prior to conducting the field work in order for it to be reimbursed by UNDP upon return from the field. 
  • Payments of the proposed fees to the consultants will be made based on deliverables specified in the ToR. 
No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant or institution.
