ENNA

The European Network of NGOs in Afghanistan (ENNA) coordinates joint European policy & advocacy work of its 17 member agencies and 4 Associates. ENNA also work closely with NGO networks such as BAAG and ACBAR. The ENNA Secretariat, headed by the ENNA Director and under supervision of the ENNA Board, is responsible for: gathering information and analyzing developments in Europe-Afghanistan policy making; supporting member’s advocacy work; provide Afghan CSOs and members with advocacy platforms; organizing events; increase collaboration among European NGOs involved in Afghanistan; monitor the network’s development and implement externally funded projects. The ENNA Secretariat comprises 2 full time staff members (the Director and the Policy and Advocacy Coordinator) and also 1 part time Communication and Administration consultant and 1-2 interns. The ENNA Secretariat is based in Brussels.

Scope of Work

Directly responsible to the ENNA Board.
The ENNA Director is responsible for overall management of the ENNA secretariat and for supervision of staff. The post-holder leads implementation of strategic plans, as agreed by the ENNA Board. The ENNA Director also oversees member coordination. Responsibility for ensuring compliance with donor guidelines is also a key part of the role. She/he has the overall responsibility for ENNA’s sustainability. This entails supporting ENNA’s development to become an independent organization, ensure funds and maintaining a close relationship to actual and potential donors. Play an active role in increasing ENNA’s member base. The ENNA Director represents ENNA towards target governments and institutions. Management and monitoring of the ENNA staff is also part of the role. The ENNA Director shall ensure that policy and advocacy are in line with programme requirements and that the development of new projects is in line with the networks policy and advocacy strategies.

Entry Requirements

This post is only open to applicants who are EU citizens and/or have permanent residency in the Schengen area and therefore have the right to live and work in the EU.
Qualifications
University Degree at post-graduate level or other evidence of highly developed analytical, managerial and financial skills. Preferably in development, international relations, economics or similar field.
Experience
  • At least five years of relevant work experience in project management in a related field, preferably in multi-agency coordination;
  • At least four years of working at senior level within an NGO or similar organisation, preferably with some relationship to ENNA;
  • Experience of senior level fundraising;
  • Programme management with knowledge of EU aid grant management;
  • Experience of financial monitoring and reporting;
  • Experience from work in a post-conflict environment and specifically in Afghanistan is an advantage;
  • A good knowledge of humanitarian and development issues in fragile and post-conflict situations.

  • Demonstrated leadership/management skills;
  • Being a team-builder and being able to adapt to a cross-cultural context;
  • Knowledge of the current international engagement in Afghanistan is an advantage;
  • Ability to prioritise, delegate, handle multiple tasks and meet deadlines;
  • Ability to travel frequently within Europe and occasionally to Afghanistan and adjust to difficult and basic living conditions;
  • Excellent command of English and preferably strong French communication skills.

Responsibilities

General
  • To ensure implementation of the ENNA Action Plan and strategies;
  • To report quarterly to the ENNA Board;
  • To ensure efficient internal communication within the ENNA Secretariat;
  • To raise funds for the sustainable continuation of ENNA.
Supervisory Tasks
  • Responsible for recruiting and line managing all ENNA staff including day to day management;
  • Ensure funds for ENNA’s continuation;
  • To update project planning documents and implement, under guidance of the ENNA Board;
  • To monitor project progress and ensure compliance to targets outlined in the externally funded projects as well as towards ENNA guiding documents;
  • To manage all financial and administrative aspects of ENNA’s projects and the secretariat;
  • To supervise ENNA staff and support their professional development.
Coordination
  • To oversee membership coordination and ensure that members are enabled to take active part in ENNA’s work. In this function build and develop contacts with members;
  • Develop and maintain a good relationship to actual and potential donors;
  • Facilitate the ENNA Board decision-making through preparing of meetings and implement decisions.
Advocacy and Policy Work
  • Support ENNA’s policy and advocacy work which includes tasks related to ENNA’s members, external partners and project implementation. Support the ENNA Policy and Advocacy Coordinator with;
  • To keep abreast of the latest developments with regards to aid and civil military relations, aid effectiveness and Afghan Civil Society.
Finance Control and Reporting
  • To ensure cost efficiency and proper financial control;
  • To be responsible for budgeting and financial reporting of events and costs associated to the ENNA Secretariat;
  • To compile and submit reporting to EC and other donors and the board;
  • To advice and guide the project partners in budget planning and follow up;
  • To enforce the implementation of EC and project financial regulations and procedures stipulated by donors;
  • Responsible for financial and narrative reporting to donors.
Tasks of relation with external agencies
  • To develop and maintain relations with donors;
  • To develop and maintain contacts with ENNA members to ensure an increase in ENNA’s member base;
  • Support the ENNA Policy and Advocacy Coordinator in developing and maintaining contacts with EU/EC, EU member states, troop contributing countries, Afghan CSOs, European NGOs and NGO networks in accordance with strategic plans;
  • Manage appropriate responses to external requests.
Others
  • To promote an attitude of team spirit;
  • To take on other tasks within his/her field of competency, as decide by the ENNA Board.

Application information

Working schedule: Full time 38 hours/week
Gross salary: € 3 500 – 4 000, including benefits
Contract period: 15 August/September 2013 – 15 August 2014 with possible extension, pending funding
