Fishery Officer (Institutional and Legal Matters) - FAO


Under the supervision of the GFCM Executive Secretary the incumbent will be responsible for institutional and legal issues related to GFCM. This responsibility includes the provision of support to the GFCM Compliance Committee (CoC) and any other relevant GFCM Subsidiary Body, ensuring the liaison between GFCM and relevant organizations at international and regional levels. The incumbent will act through GFCM Executive Secretary and in close collaboration and liaison with the Fisheries Department (FI). S/he will also liaise and consult the Legal Office (LEG), including the General Legal Affairs Service (LEGA) and the Development Law Branch (LEGN), on institutional and legal issues related to GFCM, and, in this regard, ensure that required clearances are obtained. In particular, the incumbent will:
  •  provide technical support to the GFCM Compliance Committee and its Task Force including providing support to the implementation of their activities;
  •  prepare GFCM draft recommendations on Fisheries and Aquaculture relating to institutional and legal issues;
  •  monitor and report on the implementation of GFCM recommendations on fisheries and aquaculture by its Members including the reporting on the incidences of non-compliance with such recommendations as well as non observance of the GFCM conservation and management measures by non-Members;
  •  facilitate, in close consultation with LEG, any prospective amendment process of the GFCM Agreement, GFCM Rules of Procedure and GFCM Financial Regulations;
  •  contribute to the preparation of the Sessions of the GFCM and coordinate the submission of relevant working documents to the CoC and the Commission;
  •  inform GFCM on developments in fisheries and aquaculture policies at the international and regional level and closely follow these developments;
  •  act as a focal point and contact person for the GFCM vis-à-vis partner organizations that cooperate with GFCM under a Memorandum of Understanding and monitor or assist in the supervision matters relating to the implementation of memoranda in place;
  •  upgrade the GFCM Compendium of decisions on a regular basis and provide advice to ensure the consistency between the various recommendations and decisions taken by the Commission;
  •  provide advice to the GFCM Members on the harmonization of national laws relating to compliance with and enforcement of GFCM recommendations/decisions;
  •  assist in carrying out any duty that might entail legal, institutional and liaison issues, including contacts with Cooperating non Contracting Parties and non-Members;
  •  perform other related duties as required.
