Harakat – Afghanistan Investment Climate Fund Organization is an independent, not-for-profit, Afghan-managed organization that aims to improve Afghanistan’s business environment. We provide grant funds to Government, Civil Society, and the Private Sector to implement activities that will reduce or remove barriers that currently make it difficult to do business in Afghanistan.

We are looking for an International Consultant to provide advisory services to our Monitoring and Evaluation Unit for duration of four to six months.
 
TOR and Deliverables
The International M&E and Results Measurement Consultant will provide overall advisory support to the Harakat Funded Projects M&E activities. Reporting directly to the Harakat Head of M&E Unit and working in close collaboration with Head of M&E Unit. 
 
a)     Conduct a detailed diagnosis of current M&E and Results Measurement system and revise the current M&E procedures Manual. 
 
b)     Formulate a briefing note on Harakat’s theory of change, describing how Harakat’s programme interventions describe change at the Outcome and Impact levels, detailing the logic of these interventions, identifying any assumptions made and highlighting the risks in achieving this.
 
c)     Review the Harakat Programme-Level log frame, and prepare a series of results chains that are nested within the overall framework focusing on sound and measurable outcomes and outputs, SMART indicators, realistic targets, identifying verification tools, Risk Strategy and further clarity around assumptions and the process should take into account the followings: 
         Should incorporate inputs from the recent Harakat annual review
         Facilitate review, inputs from the Harakat investor, the Board and the Secretariat.
         The consultant should also review and advise on the Harakat funded projects log frames
 
d)      Develop a sound Monitoring, Evaluation and Results Measurement Plan
        Assess the current M&E plans for Harakat and its funded projects
         Develop Quarterly and Annual Monitoring Plan for M&E Unit
         Develop Annual Evaluation plan for Harakat and its funded projects.
         Provide recommendations and develop M&E tools where needed.
 
e)     Develop a sound reporting and feedback mechanism, following an assessment of the current reporting system and in full coordination with relevant Harakat departments. The reporting system should include reporting mechanisms for both, Harakat as a program and Harakat funded projects.
 
f)      Based on current M&E work and Budget plans assess the staffing and identify capacity constraints in order to execute M&E Plan
 
g)     Assess the current data management and data processing system and suggest changes to develop an all rounded effective MIS system for Harakat.
 
h)     Propose a process whereby the reports produced by the M&E and Results Measurement are discussed among programme staff and lessons learned for programme activities identified.
 
i)       Capacity Building of Staff:
        Assess the current capacities, and provide training needs assessment report
       Provide training to Harakat staff on M&E and Results Measurement issues in areas where relevant and where needed.
 
j)       Identify local, third-party agencies that can provide services in this field (e.g., as project evaluators) and assess and report on the capacity of these agencies
 
Key Deliverables
a)    Assessment Report and Proposed Work Plan (see below)
b)    An M&E and Results Measurement manual approved by the Harakat Board.
c)     Harakat Briefing Note on the Theory of Change
d)    Produce Harakat Program Level log frame approved by the Harakat Board
e)    Harakat Evaluation and Results Measurement Plan approved by the Board.
f)      Establish data processing and data management system within M&E system
g)    Develop a clear reporting and  feedback mechanism.
 
 
STEPS TO BE UNDERTAKEN
1      Once commissioned, the consultant will be required to undertake an assessment of the assignment as per the TORS and produce an assessment report.
2      Consultant will then submit a work plan for the completion of the TOR and taking into consideration the results of the assessment.
 
 
QUALIFICATION OF THE CONSULTANT:
         A minimum of Masters Qualification is preferred.
         At least 5 years experience in monitoring, evaluation and results measurement.
        Previous experience in design and review of Monitoring and Evaluation systems.
         Previous experience in Investment Climate or in Afghanistan will be an added advantage. Understanding and work experience with the private sector in developing countries like Afghanistan will be an  advantage.
         Proven experience in management consulting and strategic planning.
 
REMUNERATION
Negotiable based on experience and duration of the assignment
Living Arrangements
The consultant will make own living arrangements in Kabul while on this assignment.
