Save the Children Chief of Party - Health Signature Program

By mid-2013 most of our international programmes will be delivered through a merged operation with 14 000 staff, managed through seven regional hubs and reporting to a relatively small, central office. The role
The Chief of Party (COP) DRC has overall responsibility for planning and coordination of all project-related activities and personnel for Save the Children’s DRC Health Signature Program valued at 45M USD over five years. S/He will deliver a model of a lifecycle or continuum of care approach mixed with an integrated package of quick wins, a minimum community health care package and a strengthened health system approach to health and nutrition programming across Save the Children’s Theory of Change. S/He will ensure that Save the Children works with the Government of DRC and local communities to address maternal, neonatal and child health challenges in the Kinshasa and Kasai Oriental provinces, in a way that would deliver significant results for children and women by the end of 2017 in a fragile context.
The COP will first implement the GSK-funded portion of Save the Children's DRC Health Signature Program while leading on securing additional funding to cover the entire program scope.

Qualifications and experience
Essential:
• Masters degree in Public Health and or a Medical background.
• Extensive practical senior management experience preferably in post conflict recovery and development programmes and in Sub-Saharan Africa (experience in DRC a plus).
• At least 5 years of experience of managing the project cycle, including assessments, project design, proposal and report writing, implementation, monitoring and evaluation.
• Master of both French and English, both oral and written.
• At least one experience as Chief of Party of a sizable grant.
• Excellent planning, coordination, and reporting skills, with the ability to organize a substantial work-load comprised of complex, diverse tasks and responsibilities.
• Highly dev eloped research, analytical, monitoring and evaluation, and report-writing abilities.
• Strong, demonstrable, financial management skills, particularly in budgeting and financial reporting.
• Practical knowledge of current thematic issues and debates in developing countries, and of the major institutional donors.
• Strong representational, communication, people management and interpersonal skills in both French and English, with experience in leading multicultural, multi location, values driven teams.
• Willingness to work and travel in often difficult and insecure environments.
• Computer literacy, particularly in Word, Excel, and PowerPoint.
• Commitment to Save the Children’s Child Safeguarding and other global policies, and to Save the Children values.
• Excellent understanding of child rights programming.

Desirable:
• Working experience in other countries o f the Great Lakes context in challenging and insecure areas.
• Experience in promoting children’s rights, including participation in programming, design, implementation and evaluation.
