The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems. 
 
The Global Relations Secretariat (GRS) supports the implementation of the Secretary General’s strategic orientations by co-ordinating the Organisation’s relations with non-member countries and with other international organisations. It advises the Secretary General and other OECD Directorates on how to strengthen co-operation with key non-member countries, regions and organisations. GRS also services the OECD External Relations Committee, working with members to help them reach consensus on global relations priorities and ensuring that relevant regions and economies are effectively engaged in the Organisation’s work.
 
We are seeking a Senior Advisor for China based in Beijing who will help us to:
  • advance OECD’s support for the policy reform agenda in these countries addressing key challenges in the process of inclusive and sustainable economic development;
  • promote the active participation of China in OECD’s work further (including via official OECD Bodies and adherence to instruments);
  • advance the policy dialogue between China and the OECD; and
  • raise the visibility and understanding of the OECD among key Chinese stakeholders.  
The person will report directly to the GRS Director and work closely with the Deputy Secretary General in charge of global relations and the Office of the Secretary-General.
 
Main Responsibilities
 
Promote OECD-China co-operation
  • Promote and support the deepening of OECD’s collaboration with China and provide strategic advice on the ways and means of encouraging a closer and more broadly based involvement of China in OECD work.
  • Support the implementation of the Framework of Co-operation Agreement between China and the OECD.
  • Assist senior management in setting strategic directions for our work with China by identifying new opportunities and modalities for co-operation.
  • Monitor the evolution of the political and economic situation of China, and advise on the possible implications for the relations of the OECD with China; advise senior management on challenges and opportunities; as appropriate, provide specific information on China of relevance to the work of directorates.
  • Support OECD Directorates in their (sectoral) cooperation with China, e.g. provide political and economic intelligence/ information of relevance to the work of directorates; help identify and establish contact with key Chinese counterparts; follow-up on Directorates’ invitations and initiatives; and accompany OECD Directors on mission to China when needed.
  • Contribute to progress reports and other key material for the OECD External Relations Committee and the Council.
  • Manage Paris-based staff working on China.
Raise the visibility and understanding of the OECD
  • Promote the dissemination of OECD work in China, e.g. present OECD work in relevant conferences and fora in China; and develop contacts with key government entities, think-tanks and business associations.
  • Strengthen relations with member country representatives in Beijing, e.g. inform them of relevant OECD work; identify synergies with OECD countries' economic and political agendas; mobilise their resources to advance OECD-China co-operation.
  • Strengthen relations with other international organisations working with China, e.g. ASEAN, APEC, UNESCAP, the Asian Development Bank, and the World Bank.
Facilitate OECD missions to China
  • Facilitate the preparation of high-level visits (Secretary-General, Deputy Secretaries General, Directors) to China to ensure maximum impact and smooth implementation and follow up; provide general support for other OECD staff missions.
  • Identify and liaise with governmental (and other) stakeholders in China to set up appropriate meetings and events.
  • Prepare briefing material, talking points and mission reports.
Candidate’s profile
 
Academic Background
  • An advanced university degree in economics, public policy or other relevant discipline.
Professional Background
  • 8-10 years of experience in dealing with international economic cooperation in an international organisation or public administration.
  • Experience in interacting with senior stakeholders including government officials, businesses and labour interest, academics and experts working in the Organisation's fields of interest.
  • Recent experience working in China would be an advantage.
Languages
  • An excellent written and oral command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other.
  • Knowledge of Mandarin Chinese would be a strong asset.

Contract Duration
Two year fixed term, with the possibility of renewal.
 

N.B.: The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
