The ILO invites interested parties to submit their expression of interest for the following vacancy:

- Senior Advisor on Labour Law and Labour Administration (DDG/P) D1

INTRODUCTION
The Deputy Director General for Policy (DDG/P) is responsible for the ILO's policy portfolio, which covers all policy related aspects of the Organization's global work. This includes research and analytical capacities; development of sound policy advice; and provision of technical assistance to ILO member states and other constituents. A recent reorganization of the ILO's headquarters aims to improve the Organization's strategic and technical contributions to governments, employers' and workers' organizations on policies and practices in the world of work.

The Senior Advisor will report directly to the DDG/P and provide a broad range of strategic and operational advice on labour law, labor administration, compliance and inspection and related policies and institutions. The Senior Advisor will provide innovative, evidence-based advice, advocacy and technical assistance.
Description of Duties
1. Play a leading role in the Director General's reform of the structure and operations of the ILO's policy departments with a view to increasing the Organization's contribution to global policy and capacity in labour law, labour administration, inspection, compliance and enforcement.

2. Provide strategic support to the DDG/P in the development of the ILO's programme of research, policy advice and other activities related to labour law reform and institutional capacity building.

3. Provide state-of-the-art advice on labour law reform and labour market institutions to labour ministries, labour inspectorates and legislators. Develop concrete strategies and programmes for effective institutional capacity building at national level.

4. Assist the DDG/P in leading and managing relevant departments in the policy portfolio. Review, evaluate and advise on research, policy development, programmes, proposals and reports prepared by departments and units within the Policy Portfolio.

5. Assist the DDG/P in preparing documents for the Governing Body, International Labour Conference, other official or specialized meetings and for technical cooperation donors; ensure appropriate and timely follow-up.

6. Write and edit briefing materials, speeches, background papers and other documents for use by the DDG/P and other members of the ILO's Senior Management Team.

7. Participate as a full member in the Senior Policy Management Team.

8. Develop and maintain excellent relations with constituents, multilateral agencies and other key stakeholders.

9. Represent the Office and the DDG/P at senior level meetings, providing substantive expertise.

10. Lead task forces and teams as needed to develop and deliver specific work assignments and products.

11. Perform any other duties that may be assigned by the DDG/P.
Required Qualifications
Education
Advanced university degree in one of the following areas: labour law, public administration or related fields.
Experience
Fifteen years of relevant professional experience in applied labour law and labour administration, including at least eight years at a senior advisory or managerial level. Demonstrated experience and expertise in labour law development and application and/or labour administration and management. A strong track record of effective interaction, influencing and collaboration with senior stakeholders in government and the private sector. Proven ability to communicate ideas effectively orally and in writing to a wide and varied audience. Strong management skills with demonstrated ability to work effectively in teams as well as independently.
Languages
Excellent oral and written command of one working language of the ILO and knowledge of a second.

Additional Information:

APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);
  • Children's education grant (per child per year);
  • Pension and Health Insurance schemes;
  • 30 working days' annual leave;
  • Assignment Grant;
  • Entitlement to transport expenses of personal effects;
  • Repatriation Grant;
  • Home-leave travel with eligible dependants every two years;

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
