In line with the strategic objectives of the OECD Secretary-General, Information Technology and Network Services (ITN) provide the business applications, systems, technologies and services to support and enhance the OECD’s global role in building knowledge, communicating with stakeholders around the world and interacting securely with governments to inform and influence policy making.
ITN is looking for a senior Information and Communication Technology (ICT) manager to contribute to the development of ICT strategies under the leadership of the Head of ITN and the OECD’s Executive Director and lead highly qualified teams engaged in developing and implementing innovative solutions to meet the Organisation’s business needs. S/he will be a member of ITN’s senior management and will exercise responsibility for the timely delivery of ITN’s work programme in close cooperation with internal and external stakeholders.
The selected person will have exceptional leadership, management, communications, analytical and technical skills with a proven track record of managing different ICT domains including client services, systems development and operational areas. Main Responsibilities
Strategic vision and leadership
- Contribute actively as a member of the ITN senior management team, to discussions on ICT strategy, technology trends, corporate priorities and planning of the overall work programme with due regard to the strategic orientations and priorities of the Organisation.
- Guide the process of elaboration of specific projects, allocate resources and ensure timely delivery of high quality outputs, as laid out in the work programme.
- Communicate OECD goals clearly and effectively, and the strategies for achieving them. Help others understand how their daily work contributes to the OECD mission and objectives, and inspire staff to proactively contribute to them.
- Provide advice and briefings to the Executive Director, the Head of ITN, senior managers, national delegations, inter-governmental bodies and others, as necessary.
Management and Coordination
Lead, manage, motivate and support multicultural teams of ICT specialists to deliver innovative high-quality ICT solutions in one or more of the following areas:
- Client Services and Relationship Management including: change management, desktop and mobility services, user support, training, client communications and implementing industry best practices.
Application development, support and maintenance including: analytical and statistical systems for economic forecasting and policy analysis; corporate management and administrative systems; and, web, social networking and mobile applications
Integrated ICT infrastructure and operations, including voice/data networks, multimedia services, systems engineering and information security.
Establish high standards of performance and demonstrate a commitment to excellence. Promote excellence within teams through continuous learning and improvement, effective recruitment, performance management and professional development of staff. Encourage innovation, sharing, teamwork, client focus and a high level of achievement.
- Plan and manage the conception, development, implementation and support of ICT solutions to meet the business needs of the Organisation.
- Build effective, working relationships with senior management and colleagues across the Organisation. Ensure effective communications within the Division and with external partners.
- Advise the Head of ITN on ICT policies and best practices, opportunities and risks. Carry out feasibility studies and draft management reports as necessary.
Representation and liaison
Stand in for the Head of ITN as required and represent the OECD on ICT matters in various fora, internal and external, as necessary.
Develop relations with senior information systems executives in national administrations, the private sector and other international organisations, to share experiences, identify areas of mutual interest for co-operation and to exchange views on ICT strategies.
Manage vendor relations and contracts while negotiating preferential rates and conditions for consulting and managed services, software and hardware procurement.

Academic Background
Professional Background
At least 10 years’ experience at a senior level managing a diverse ICT staff in the development, operation and support of modern, integrated ICT solutions.
Solid management experience with a proven track record of managing and delivering large-scale business driven projects on time and within budget. Working experience managing the development of Knowledge and Information Management systems including intuitive web-based database applications in a multi-user environment with remote access capabilities.
Very good knowledge of ICT standards and commercial enterprise software, combined with good knowledge of workflow and user interface principles.
Excellent problem solving skills with professional knowledge of information and communication technologies, including systems operations, network and communications facilities, information security and software engineering.
Demonstrated experience in building relations, delivering proactive client services, aligning ICT systems support and desktop and mobility services to industry norms and best practices and developing ICT training programmes.
Very good knowledge and experience in implementing industry standards and best practices such as ITIL.
Experience leading contract negotiations, managing vendor relations and managed services.
Languages
- An excellent written and oral command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other. (Language training is available).

Contract Duration
Three year fixed term, with the possibility of renewal.

NB: The appointment may be made at a lower grade if the qualifications and professional experience of the selected applicant correspond to that grade; in this case, the duties and responsibilities assigned will be adjusted accordingly.
