Special Tribunal for Lebanon Associate Communication Analyst


Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a fixed-term appointment of one year duration limited to the Special Tribunal for Lebanon (STL). This appointment and any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.
RESPONSIBILITIES:
Within the limits of delegated authority, the Communication Analyst within the Communications Analysis Team is responsible for, but not limited to, the performance of the following duties: Perform as instructed by the Team Leader to produce analysis reports on the basis of research and analysis conducted on multi-sourced data with the primary focus on telecommunications data (call data records); Assist in developing case theories and investigative plans; Ensure that all work is documented and communicated effectively to customers; Support legal work with research and analytical advice on factual issues related to telecommunications data; Perform other duties as required.
COMPETENCIES:
•Professionalism - Skilled in analysis techniques, particularly those related to call data records; strong critical thinking skills; ability to work independently of national and other influences; experience in the collection and management of evidence and information, ideally in a law enforcement, legal, or security setting; should be prepared to work extended hours on occasion.
•Communication - Excellent oral and written communication skills, including the ability to draft/edit written reports in a clear and concise manner; ability to prepare and present reports in a comprehensive and user-friendly format.
•Technology Awareness - Fully proficient computer skills, familiarity in the use of various research methodologies, relevant applications and sources, including electronic sources on the internet, intranet and other databases; familiarity with specialized analytical and investigative software is desirable.
•Planning and Organizing - Excellent ability to organize complex and voluminous sets of records and facts; ability to work under strict deadlines; capable of working under stressful conditions; ability to plan own work and manage conflicting priorities.
•Teamwork - Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multiethnic international environment with sensitivity and respect for diversity and gender.
QUALIFICATIONS:
Education: University degree in political science, social sciences, law, telecommunications engineering, mathematics, or related fields. Relevant professional training courses provided by law enforcement or security agencies may also be accepted in lieu of tertiary qualifications.
Work Experience: At least 4 years of progressive responsible experience from law enforcement, military, security, or other similar entities in the acquisition and handling of information and evidence. The experience should ideally include one or more of the following areas of expertise: terrorism, politically motivated crimes and assassinations, organized crime and major crimes, homicide, and crime scene management and evidence collection. International experience is an asset. Knowledge of the Middle East and Arabic are assets. Possession of an advance university degree in a relevant field may be considered in substitution of years of experience.
Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post fluency in oral and written English is required. Knowledge of the other language(s) will be considered an asset.
Other Skills: Training and experience in the use of specialized investigative and analytical software packages will be a definitive advantage.
