MEDICAL COORDINATOR , JORDANIE


For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
Since 15th of March 2011, following the demonstrations in Dera’a and then in the major cities of Syria, the situation has been worsening. Protesters demand the resignation of President Bashar al-Assad, the overthrow of his government, and an end to nearly five decades of Ba’ath Party rule. The conflict between the Syrian army and opposition resulted in massive displacements of populations within the country and, into adjacent countries. International community tries to solve the problem, for the moment however, proposed solutions failed. In February 2012, MdM decided to launch the exploratory mission in the 3 Syria neighboring countries. Assessment of the humanitarian needs, MdM’s network as well as the local medical partners’ revival and the prepositioning for the intervention inside of Syria as soon as Syrian border will be open for humanitarian aid, were the goals of the mission.
TASKS AND RESPONSIBILITIES:
The medical coordinator works under the direct supervision of General Coordinator - Jordan & Lebanon, and in collaboration with the technical advisers at the Headquarter, implementation & monitoring of the program will be in link with the Deputy Medical Coordinator - Lebanon, the Emergency desk and the mission responsible (RM).
The medical coordinator is in charge of the implementation, follow-up and supervision of the different medical activities in Jordan and Lebanon. He/She also supports the Deputy Medical Coordinator – Lebanon, who retains a large degree of autonomy, and ensures programmatic regional coherence on the medical aspects.
He/she will coordinate the medical activities of MdM in collaboration with partners He/she will coordinate medical aspects of MdM support to different partners He/she will participate to the emergency preparedness He/she will participate to the elaboration of MdM strategy and MdM activities in Syria: assessment of the needs, implementation of medical activities, including the definition of the HR set-up needed.
More specifically: 1. Program Management • Acts as a coordinator for all the medical activities in Jordan and Lebanon by overseeing the work of the Deputy Medical Coordinator – Lebanon and by working in close collaboration with the medical teams • Participates in the development of the general strategy for MdM activities, with the General Coordinator and the team • Ensures different components of the program are consistent and in link with population needs • Reacts to any change by adapting the program if necessary (outbreaks, new needs arising, opening of new programs, and influx of returnees, IDPs…) • Implements medical activities (training of doctors, capacity building on reporting and others, pharmacy management, etc..) • Develops the analysis of the medical data and monitors on a regular basis the different components of the program and set up corrective measures in case of need.
  1. Team management • Supports the Deputy Medical Coordinator – Lebanon and ensures coherence in the medical aspects of the program • Participates/ensures the recruitment and training of national medical staff (when required) • Emphasizes on capacity building of the national medical team especially • Supports and supervises MdM expatriate medical staff (when present).
  2. Coordination with NGOs, international organizations & local associations • Participates to the different medical meetings • Ensures coordination with medical partners & with other partners when needed • Evaluates the needs and request of the partners • Contributes to the meetings and networking needed for the Syria contingency plan.
  3. Management of medical stock and logistic chain for medical purchase • Ensures medical activities have needed equipment, material & drugs to function • Supervises the medical purchase process • Ensures the supervision of the store keeper/pharmacist, and of the pharmacy (consumptions, orders & inventory) in link with logistic team • Cooperates with the administration team regarding budgeting related to medical purchases.
  4. Relationship with the Headquarter • Follows-up medical issues and shares information with the team and the Desk • Writes medical monthly report & contributes to weekly updates • Participates in the writing of donors activity reports

CONDITIONS OF EMPLOYMENT:
Starting: 25/03/2013 Duration: 9 months (renewable)
Contract : EMPLOYEE (French contract)
SKILLS AND EXPERIENCE NEEDED:
Skills required : - Doctor, Proven experience as a medical coordinator - Knowledge of public health issues - Experience in outbreak management and emergency response - Experience in negotiations with local authorities, partners and staff in a tricky context - Experience in capacity building & in working with national medical staff - Capacity to work in an volatile security context and able to apply strict security rules - Capacity to create relationships with the communities - Ability to manage a team and work in an international team - Ability to have a global overview of a program (not only on medical plan).

Languages: - Fluent english (oral and written) mandatory - French an asset - Arabic an asset
