DPI/PCRF Expert
| Role Purpose JOB PURPOSE The Data Traffic Monetization Expert (DTME) is the main responsible and technical lead for the implementation of DPI/PCEF and PCRF Platforms and their integrations in the region. This person will lead the team to select the potential vendor, services and solution for greenfield DPI/PCEF/PCRF implementations as well as providing expert advice for resolution of problems on the existing DPI/PCEF/PCRF implementation. The person shall be responsible for maintaining and reporting status and progress of technical aspects of the DPI/PCEF/PCRF platform implementation and ensure 99.999% availability of the platform and timely delivery of Data monetization services in the region. Key Responsibilities CORE RESPONSIBILITIES • The DTME will be required to deliver End-to-End Solutions for products and services required on the DPI/PCEF/PCRF platforms. Will work closely with the Information Category team, Sales, Customer Operations and others business areas, creating winning proposals and successfully delivering solutions within budget. • The DTME will be responsible for the Technical design and implementation of regional DPI/PCEF/PCRF solutions and other IT platforms meeting standards and protocols for integration, data exchange, communications, software and interconnection for information systems. Will also ensure that proposed solution is future proof and complies with relevant industry standard like 3GPP, ETSI, ITUT, etc. • The DTME will be responsible for the governance of the Millicom architecture for the DPI/PCEF/PCRF platform ensuring open architecture for easy integration of all relevant nodes needed to achieve data traffic monetization. You will continuously identify areas of improvement in our Solutions Framework and take initiatives to new approaches to optimize our existing processes. • The DTME will be responsible for the entire life cycle of the multiple solutions on the DPI/PCEF/PCRF and needs to show detailed knowledge of the processes involved at each stage of project planning and execution, as well as methods for resolving issues that can occur throughout. • The DTME will be responsible for the feasibility study of new business requirements and their interpretation into technical solutions ensuring adherence to SOA standards for integration and reusability in all the operations having the data monetization platforms. You will also be responsible for tracking and maintaining records on all changes and customizations made on the DPI/PCEF/PCRF platform in each operation. • The DTME will be responsible for standardizing the DPI/PCEF/PCRF versions across the operations. You will manage a consolidated release plan for customizations and engage the business users for periodic reviews of priorities. You will also be responsible for project planning, scoping, cost estimation, risk analysis, negotiation, order validation, tracking, end-to-end project and quality control through managing and coordinating internal/external stakeholders and vendors to meet cost/time/quality using established methodology and tools in accordance with departmental requirements. •The DTME will be responsible for ensuring the overall integrity of the software architecture and validate it against the system specification. You will be responsible to ensure that the provided solution adheres to all industry standards in both hardware and software •The DTME will be responsible for coordinating efforts with all the operations in the region to optimize resource usage and ensure standardized solutions that meets commercial requirements Position Requirements QUALIFICATION AND EXPERIENCE •Bachelor's or Master's degree in Computer Science or related field (System Engineer, IS Engineer, Information Systems Engineer, IT Engineer, Network Systems Engineer) •Postgraduate and/or courses in Software Architecture •Minimum 5 years experience working in the Telecom industry •Expert Level Understanding of DPI/PCEF/PCRF •Proven experience in project management (For Telco’s preferably) •Minimum 5 years experience in implementation of DPI/PCEF/PCRF •Experience in Business Processes for Telecom, preferable packet core MINIMUM EXPERIENCE & ESSENTIAL KNOWLEDGE •Strong technical understanding of Packet core solutions and packet filtering solutions •Strong knowledge and solid experience in Policy control and charging solutions •Strong knowledge and solid experience in Policy Enforcement functions •Knowledge and experience in project management. Must have very strong skills in project Initiation, especially in requirements gathering, understanding the level of detail required to proceed with any project, project estimation, planning and rapid mobilization. •Good understanding of computer system characteristics, features, and integration capabilities •Experience applying complex technologies to business strategies •Expert level understanding of packet core interfaces and protocols such as Gx, Gy, Gi, Gn,Sp, Sy, etc. CORE COMPETENCIES •Management and leadership •Exceptional service and results orientation •Superior analytical and problem-solving abilities.
