Nature of post: One contract post – FG III – Database System Specialist
Unit to which post is attached: Information and Communication Technology Service (ICT)
Duration of contract: three years, renewable initially for a fixed period of up to three years. Any further renewal will be for an indefinite period. In addition, a member of the contract staff may take part in internal competitions for temporary or permanent posts after two years of service.
Description of duties: Under the supervision of the Director of the Information and Communication Technology Service, the contract staff member will be in charge of translating the needs expressed by the users in the administrative areas (finance, accounting, personnel) into IT processes. He/she will provide system analysis and design, business intelligence reporting in support of the administrative, academic and computing needs of the Institute. The current database and management and reporting tools are mainly based on: Oracle, MS-SQL, Crystal Reports and Microsoft applications, tools and utilities. In particular, the successful candidate will:
  • Maintain the current database applications assigned, both through programming PL/SQL, ETL processes, reporting, and by managing external contractors;
  • Analyse, design, test, implement and support new applications based on web technologies;
  • Design and support end-user training and documentation in support of managed application and database environments and systems.

A. Eligibility criteria

  • Being a national of a Member State of the European Union, or a national of a third country, having acquired the status of long-term resident on the basis of the EU Directive 2003/109/EC;
  • Post-secondary education attested by a diploma or secondary education attested by a diploma and appropriate professional experience of at least three years;
  • Knowledge of two languages of the European Union.

B. Selection criteria

Essential:
  • Experience in system analysis and DB design on Oracle/MS-SQL systems;
  • Significant programming capability in Oracle PL/SQL;
  • Proven project management skills, i.e. ability to manage multiple projects, tasks, activities and planning, including the coordination of external consultants or suppliers;
  • Hands-on experience with Business Intelligence tools;
  • Thorough knowledge of one of the official languages of the European Union and very good knowledge of English, both spoken and written;
  • Ability to work as part of a multinational and multidisciplinary team in an international environment.
Desirable:
  • Diploma in Computer Science or very closely related field;
  • Knowledge of additional languages of the EU;
  • Experience in programming languages such as C#, VBA, Java;
  • Familiarity with the following:
    • SharePoint;
    • Agile or Incremental;
    • Toad (or equivalent database management tool);
    • Pentaho ETL;
    • Crystal Reports – Developer and Server;
    • BMC/Remedy Service Desk Express (IT Help Desk and Asset Management package);
    • JavaScript.

Selection process:

A limited number of candidates, shortlisted by the Selection Board on the basis of the above-mentioned essential and desirable selection criteria, will be invited for:
  • a language test;
  • an aptitude test;
  • an interview, enabling assessment of the candidate’s ability to carry out the tasks of the posts and to work in an international academic institution.

Assessment on the basis of qualifications and marking of tests:

  • Marking: 0 to 20 for the assessment on the basis of qualifications;
  • Marking: 0 to 20 for the aptitude test;
  • Marking: 0 to 20 for the language test;
  • Marking: 0 to 40 for the interview by the Selection Board.

The net monthly salary:

The net monthly salary after taxes is approx. euro 2,270 In addition, when conditions as laid down by the Statutes are applicable, there are family allowances - household allowance, dependent child allowance, education allowance – and expatriation allowance (approx. 16% of salary).
