The European Institute of Public Administration (EIPA) is Europe's leading centre of excellence on European integration. EIPA offers seminars, master classes, studies, best practice solutions and consultancy services to the European institutions, central and local governments, and to individual public officials dealing with the new challenges of Europe. The Institute provides high quality services and is distinctive in the way it offers a combination of theory and practice.
Corporate EIPA consists of 100 staff members, located in Maastricht, Luxembourg and Barcelona. A substantial part of the staff consists of academic professionals with a European specialisation.
EIPA is a Dutch foundation which receives funding from 23 European Member States and the EU. An important share of EIPA’s income is generated from its own activities, which requires a business-like approach within the Institute. EIPA’s main activities are executed by three working Units in Maastricht and two abroad. 
The European Public Management Unit in Maastricht deals with topics such as change management, quality management and the Common Assessment Framework (CAF), customer satisfaction, human resources, comparative research of national public administrations, policy coordination and implementation at the national level, public-private sector relations, leadership and e-Government.

A Public Management expert with entrepreneurial capabilities
 
EIPA offers
a challenging position in a competitive market, where you will provide support to European public administrations (EU, national, regional and local) in the understanding and implementation of European policies and regulations.
 
Job profile
The position of Head of Unit is very broad and encompasses a wide range of responsibilities, which can mainly be subdivided into three focus areas :
 
  • Projects (including product development, project acquisition, project management, lecturing, consultancy, etc.);
  • Content (including paid research, comparative studies on best practices);
  • Management (managerial responsibilities, including coaching, strategic guidance, contribution to the Management of the Institute).
 
You will be a business partner for Management, reporting directly to the Director-General of the Institute. Together with a team of 11 experienced professionals, you will contribute to the business and the reputation of the Institute, relying on your reputation and expertise in public management. Exploring markets, developing and offering new and innovative courses and seminars, networking, comparative research and studies on best practices, as well as providing consultancy and advice are all important tasks of the Head of Unit. You will also be teaching in your own field(s) of expertise. 
At the same time, you will encourage and support your team members to put together successful individual work plans, as well as assisting them to achieve their business goals.
 
Your profile
You hold a Master or Doctorate degree and solid expertise in Public Management. You possess a very high level of proficiency and profound knowledge in at least one area of public administration. You have experience in and/or good knowledge of European themes and you are aware of the current trends in the field of Public Management in Europe. You maintain an extensive professional network. A number of years in a (programme) management position would be a considerable asset.
 
You have a solid personality: you know how to manage complex projects and how to coach people, and you combine this with a businesslike approach.
You understand how an organisation must change in light of internal and external trends and influences, and you have a flexible mindset, open to different and new ways of doing things. Your creative mind enables you to generate valuable ideas and use these to develop new or improved processes, methods or services.
Of course, you have an excellent command of English and preferably also French.
 
EIPA offers an attractive salary in addition to 8% holiday allowance, as well as a considerable number of holidays. If eligible, a 30% tax reduction can form part of the package.
