Programme Director in its Head Office in Brussels, Belgium

Hours:  30 hours/week


Protection International recruits a Programme Director for its culturally diverse Head Office. It runs field programmes in Asia, Africa and Latin-America. Colleagues in the field form small hubs of expertise in protecting human rights defenders (Protection Desks). They often work from local partner organisations. Protection Desks work with local civil society and other public actors with a stake or duty in the protection of human rights defenders. The Programme Director is member of a team of two and reports to the Executive Committee and the Board.

Task description
•    To oversee development, implementation and evaluation of strategy plans for countries and contexts where PI operates
•    To act as interface between head-office and colleagues operating in other countries
•    To follow up and support the operations, by offering (organisational, policy, legal, human resources, logistical, partnership and other) advice and being part of the security back-up plan.
•    To represent PI in international forums, dialogues and other exchanges
•    To stay ahead of relevant contextual developments and trends that affect the general context, the human rights situation, and the protection situation of human rights defenders and social movements.
•    To visit the countries in question regularly (1-2 times/year).


Qualifications and Experience

Essential
  •     University degree in relevant subject
  •     Minimum of 4 years’ working experience in Latin America, with at least 1 year management experience
  •     Language skills: Fluency in Spanish and in English or French
  •     Thorough knowledge of human rights protection issues
  •     Minimum of 4 years’ experience in programme management (strategy development, project planning, staff management, fundraising, and budget management) in relevant field
  •     Proven abilities to self-organise, to prioritise among multiple responsibilities and tasks, and to work both as team player and independently
  •     Excellent interpersonal, representational and oral and written communication skills
  •     Creativity, nose for opportunity and innovation
  •     Availability for regular international travel
  •     Eligible for working in Belgium

Assets
  •     Proven experience in protection of human rights defenders or other activistis
  •     Proven track-record of political analysis, policy development, liaising with donors and/or public authorities.
  •     Work experience in both internationally and locally operating organisations
  •     Computer skills: ability to work digitally secure
  •     Experience of working with international and/or local media
  •     Experience of the UN and regional human rights systems
