Job summary

The Temporary Research Assistant will assist Economic Affairs Division (EAD) in the coordination and implementation of work on financing for development, with focus on innovative finance for development; reform of international aid and development architecture; sovereign debt and developments in the global economy.
The post-holder will be responsible for:
  • Providing background research assistance as directed to support the development and implementation of the Commonwealth Secretariat’s approach and policy work on sovereign debt and innovative finance.
  • Providing background research assistance as directed to support policy research in the area of reform of the international aid and development architecture. This will include a focus on the post-2015 development framework; aid allocation; finance and small states; research on the catalytic role of aid and domestic resource mobilisation; south-south cooperation and climate finance architecture.    
  • Liaising and collaborating with consultants on researching the sovereign debt, innovative finance for development; reform of the international aid and development architecture; and developments in the global economy.
  • Drafting briefing statements, press releases, commentaries and speeches for presentation by the Head of Section and Director of EAD.
The post holder may also be required to perform any other duties as appropriate to the pay point.

Qualifications and Work Experience

  • Recognised graduate level qualification in business and finance, money and banking, economics or other relevant field.
  • At least one year working in an international agency /development environment.
  • Desirable: Familiarity with key issues in innovative finance and reform of the international aid architecture.

About the Economic Affairs Division

The Economic Affairs Division is responsible for the Secretariat’s programmes on national and international economic issues and with other divisions, for assisting member countries to improve economic management and governance. It plays a key role in helping to identify solutions to the economic problems affecting Commonwealth countries; in achieving an international consensus on these solutions and in providing advice to governments on policy development. Practical assistance for economic development is a core Secretariat activity and a high priority for governments.

The International Finance and Capital Markets Section undertakes policy development, advisory services, advocacy and consensus-building on national and international economic and financial issues. It is responsible for organising and delivering the Commonwealth Finance Ministers Meeting and the Commonwealth Ministerial Debt Sustainability Forum. Workshops are also held to disseminate the outcomes of analytical/diagnostic work. In addition the Section contributes to the Division’s publication programme.
