QGC is a leading Australian coal seam gas explorer and producer focused on supplying cleaner hydrocarbon energy to growing domestic and international markets.

We are establishing Queensland Curtis LNG, a world-first project to turn reserves of natural coal seam gas in the Surat and Bowen basins in Queensland into liquefied natural gas (LNG) – a carbon efficient fuel.

QGC, which is wholly owned by the British energy company BG Group, employs more than 4,300 staff and contractors. 
Position Summary
To support the Upstream Engineering Manager in ensuring that Technical Safety Requirements are met on the QCLNG Upstream Project in accordance with the BG Way and other relevant policies and standards.

Core Accountabilities

Position Specific

• Work with the Upstream Engineering Team and Delivery Project Engineers to identify technical safety activities, deliverables and documents to ensure safety in design is achieved, documented and meets the requirements of BG and international standards.
• Ensure projects are meeting requirements for safety engineering reviews and workshops including HAZOP, HAZID, LOPA and Bow-tie. Where necessary organise and chair workshops.
• Support Lead Safety Engineer in the management of contractors during production formal safety assessment deliverables to support QCLNG Design Safety Case (including QRA, FEA, EMERA, FSS and ALARP reports).
• Provide Safety Engineering discipline support to site team during construction and commissioning activities. Including preparing responses to site queries and attending site visits to ensure equipment installation meets technical safety requirements.
• Review and comment on key engineering and technical safety deliverables across Upstream Engineering scope to ensure deliverables are of sufficient quality, are adding value to the design process, and are in compliance with BG Standards.
• Promote the use of BG HSSE and Engineering Standards. Provide expertise on the content and application of Safety Engineering and Asset Integrity standards.
• Carry out gap analysis of project documentation against BG Standards and drive continuous improvement to achieve compliance with standards.
• Proactively identify areas that may require dispensation. Prepare risk assessments and ALARP demonstrations for inclusion in dispensation requests. Work closely with QGC ATA for Technical Safety to obtain dispensations in a timely manner.
• Review granted HSSE dispensations to ensure requirements of permanent dispensations are being met and actions for temporary dispensations are being carried out to achieve compliance. Produce evidence of compliance for discussion with ATA and GTA.
• Support Engineering and Project Execution Teams in preparation for BG functional assurance and readiness reviews (EFR5a, RR6 etc.). Take part in BG assurance reviews as part of project team.
• Take part in internal functional reviews in an assurance role as Safety Engineer as part of review team.

People Management
• Contribute to peer assists and functional reviews according to the BG Way to add value and provide assurance
• The incumbent must adhere to the annual HR cycle and meet deadlines within the appropriate timeframes
• The incumbent must be able to integrate multi-disciplinary inputs and perspectives.
• The contractor must abide by company policy in relation to HR policies and procedures such as annual HR cycle and meet deadlines within the appropriate timeframes

Health Safety Security and Environment (HSSE)
• Every individual has a duty to both themselves and those around them to ensure that safe practice is adhered to at all times. In addition to any specific accountabilities for HSSE, all Contractors are accountable for HSSE within their area of the Business and are responsible for ensuring that their reports and colleagues adopt exemplary HSSE behaviours
• All QGC Contractors are expected to be aware of, and adhere to the Business Principles at all times under Conduct, Our People, Society and HSSE and to participate in relevant training
Unique Knowledge, Skills, Experience and Attribute
Technical Experience

• Technical professional with wide substantial exposure to gas production facilities design, commissioning and operation, in diverse technical and business environments

Experience
• Verifiable record in gas project engineering, in successful development and delivery of a number of green-field and brown-field projects
• Good understanding of gas process facilities technical safety technologies, policies and business principles, with appropriate standards and guidelines
• Able to relate well to the project’s internal and external customers – neighbouring engineering disciplines, procurement, construction, completions and operations,
• Competent to guide, mentor and inspire colleagues and contractors
• Capability to oversee and influence contractors and suppliers through design, procurement, construction and commissioning phases of the project
• Demonstrable commitment to HSSE, HSSE leadership and improvements to HSSE practice – in the CPP facilities and in its development project
• Demonstrable ability to identify and manage interfaces and to work closely procurement, construction, completions and operations teams throughout FEED, detailed design, procurement, construction and commissioning
• Experience in application of technical safety engineering management practices and value improvement tools and practices
Knowledge, Languages,
Skills and Attributes
 
• Tertiary qualifications applicable to the technical safety engineering discipline
• Chartered member of a relevant engineering institution (preferred)
• Good interpersonal skills and self-motivated
• Strong communicator, able to state key technical safety engineering goals and objectives, and present them clearly to the project team and to stakeholders
• Commercially aware, and able to apply this to realise Upstream Facilities improvement opportunities through project delivery
• Able to constructively challenge others and negotiate successfully with colleagues and contractors to positively influence decisions and improve ways of working
