OBJECTIVES OF THE PROGRAMME :
Donor coordination and aid effectiveness is part of the overall health systems strengthening programme in Viet Nam. It focuses on a) strengthening alignment of support towards national health and development objectives; b) effective coordination among partners, donors, bilateral and other international development organizations; c) provision of support to the Ministry of Health and other aligned government agencies in the effective planning of aid and donor support; d) ensuring integration of planning and programme management to government processes; e) improving the government's capacity for aid governance, transparency and accountability f) strengthening the government's leadership and its overall capacity for donor coordination and aid effectiveness; and g) strengthening WHO's convening role and leadership in the health sector at the country level.
Description of duties:
Under the supervision of the Team Leader (Health Systems Development) and the WHO Representative, the incumbent will perform the following duties and responsibilities:

I. Strengthen Donor Coordination and Aid Effectiveness in Viet Nam
1. Provide information, advice and guidance on the basic principles of the Paris Declaration on Aid Effectiveness, International Health Partnership (IHP+) and other international and national declarations and commitment for donor coordination and aid effectiveness;
2. Provide support to the government and development partners in the alignment of programmes and policies towards the national health agenda and primary health objectives;
3. Work towards coherence and effective planning of donor aid and support, in particular, advocating for the alignment of international partners with the National Health Policies, Strategies and Plans (NHPSP), with the national planning and budgeting cycles, with the agreed country health policy dialogue mechanisms and schedules, and with the established national monitoring mechanisms;
4. Build capacity within government for the effective leadership, governance, transparency and accountability in the management of donor support and in the implementation of donor-supported programmes;
5. Work across relevant government institutions, donors, bilateral and other international development partners to ensure a robust policy dialogue and sharing of information, experiences, research and evidence to support an evidence-based policy dialogue, planning and decision making;
6. Support and facilitate the design of the country health policy dialogue process, its schedule and its agreed mechanisms (for example, assist in the organization of round tables or other mechanisms for dialogue, in the provision of public information on health policy matters, or in the organization of annual reviews, at the critical stages of the national planning cycle);
7. Provide direct support and guidance to the Ministry of Health in the coordination and effective operation of the Health Partnership Group (HPG), particularly, work directly with the International Cooperation Department (ICD) in providing secretariat support to the HPG.

II. Strengthen leadership and the convening power of WHO in health matters and/or in the health sector area at the country level.
1. Provide information to the WHO Representative, health systems team and across programmes on the ongoing and planned donor support and partnerships in Viet Nam;
2. Inform partners and the government of WHO's leadership role in health matters, in particular, provide information on relevant WHO resolutions and agenda towards health and development where donor collaboration and support is needed;
3. Create mechanisms and strategies for the participation of technical teams in policy dialogue, ensuring that technical programmes and teams within WHO are properly informed and involved when matters of their respective technical expertise are included in any policy dialogue or are subject of support and aid from donors and partners;
4. Ensure WHO's participation in relevant policy dialogues and policy and programme development in the health sector;
5. Create mechanisms for monitoring and feedback on the progress of policy dialogue and programmes that are collaborated between WHO and other development partners.
REQUIRED QUALIFICATIONS
Education:
University degree in medicine, public health, political science or economics is essential. Postgraduate degree in medicine, public health, political science or economics is desirable.
Skills: 
1. Sound knowledge and experience in health systems strengthening, multi-stakeholder collaboration, donor coordination and aide effectiveness;
2. Ability to provide sound methodological and technical advice and guidance to multiple stakeholders and partners in countries;
3. Ability to analyse political contexts and interact and negotiate effectively with multiple interests at the political level;
4. Ability to work effectively with the Ministry of Health and with stakeholders at the country level, as well as with the regional, inter-country and staff at country level;
5. Ability to innovate, integrate, synthesize and communicate complex concepts and ideas verbally and in writing;
6. Ability to plan, analyse data and design studies;
7. Ability to monitor and communicate progress in terms of process and results;
8. Ability to work harmoniously as a member of a tem, adapt to diverse educational and cultural background and maintain high standard of personal conduct.

Other Skills: Computer literate in the use of Microsoft Office Word, Excel, Powerpoint and Outlook. Ability to use other statistical programmes and use international databases, such as DEVINFO, an advantage.

Experience:
Minimum five years experience in the area of health systems strengthening, policy dialogoue, multistakeholder collaboration, planning, management and the overall governance in health policy, including at least three years experience at national and/or international level is essential. Proven ability to interact effectively at the political level with multiple high-level stakeholders is required. Relevant experience in WHO, UN or other international organizations is desirable.
Languages:
Excellent knowledge of spoken and written English.

USD56 091 at single rate
USD60 091 with primary dependants
Post Adjustment: 34.7 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
