OBJECTIVES OF THE PROGRAMME : The Area of Sustainable Development and Environmental Health (SDE) represents a multidisciplinary team that leads innovative, inter-sectoral and strategic efforts to address the determinants of health, to reduce health risks and to promote healthy social and physical environments where people live, study and work. The PAHO/WHO Office of Caribbean Program Coordination (CPC) is the focus for coordination of the technical cooperation at subregional level. CPC supports the Caribbean countries in achieving the objectives of its health agenda and contributing to public health action, and to draw on the experience of the subregion in building a body of public health knowledge that can benefit the countries. | |
Description of duties: Under the general supervision of the Manager, Sustainable Development and Environmental Health (SDE) and the direct supervision of the Caribbean Program Coordinator (CPC), the incumbent is responsible for, but not necessarily limited to, the following duties: a) Provide technical cooperation in the analysis of the principal health problems, its social and environmental determinants, inequities and risk factors; identifying the conditions and lifestyles that favor the practice of health promotion at population level and community levels. b) Lead the introduction of the principles, methods, and epidemiological techniques in the planning, implementation, monitoring, and evaluation of programs for environmental health, as well as health promotion and protection; including NCD; c) Systematize, document and disseminate the successful experiences implemented for the development and continuous improvement of the services of health promotion and prevention of diseases with greater burden and environmental imbalance, with especial emphasis on non-communicable diseases, and substance abuse disorders; d) Provide technical advice, follow-up and support to activities related to the achievements of the Millennium Development Goals (MDGs) and the conclusions of the WHO Commission on Social Determinants of Health; facilitate implementation and monitoring of MDGs strategies at sub-regional level; e) Participate actively in the development and/or strengthening of the relevant competencies in human resources for the health teams in charge of the implementation of the strategy of health promotion and protection, substance use and environmental health; f) Promote knowledge management activities in the areas of responsibility, using all the available means for the dissemination of relevant evidence-based and scientific information; g) Develop and/or strengthen the implementation of the healthy settings, through initiatives such as: Faces Voices and Places; Healthy Municipalities; Healthy Schools; Urban Health, Urban Heart and other related initiatives; h) Promote and conduct research on the promotion of healthy behavior, the social and environmental determinants of health, mental health and substance use, in coordination with academic institutions and the PAHO/WHO Collaborating Centers; i) Coordinate the technical cooperation activities related to NCD legislation, policy, plans and services leading to the restructuring of the health system; develop the capacity of the country to implement equitable and effective measures in support of the development of NCD programs in the community and their integration in primary care; j) Promote the technical cooperation related to tobacco control (plans and programs related to effective tobacco control policies in general, and within the Framework Convention for Tobacco Control; k) Advise and collaborate in the planning, development and monitoring of plans, programs and projects related to prevention of violence and road safety; l) Advise and collaborate in the establishment of programs related to the regulation and control of toxic substances and hazardous waste that present risks to health and the environment, including those produced in hospitals and other health care facilities; m) Promote and advise national authorities in the evaluation and solution of environmental pollution problems due to urbanization, industrialization and agricultural activities with special attention to biological and chemical pollution, as well as in the formulation of plans and programs for prevention and control; n) Use tools to undertake assessments of the impact on health and development; foster the use of evidence and research for promotion of health and well-being, including analysis of determinants of health, drafting public policies that contribute to health, and developing strategies for a sustained intersectoral approach, including tourism and health. o) Work in collaboration with UN Agencies, community partners, NGOs, civil society, universities, other international organizations, and the private sector to mobilize resources (financial, material, and human) and ensure the implementation and sustainability of health policies, plans and practices at all levels; p) Facilitate the implementation and monitoring at sub-regional level of the Regional Strategies adopted by the Directing Council, related to the SDE area of work; q) Mobilize national and international resources to support the implementation of programs under areas of responsibility; represent the Organization in technical meetings, seminars, congresses and academic events in the area of sustainable development and environmental health; r) Collaborate in the preparation and implementation of the Biennial Work Plan (BWP) in CPC. s) Perform other tasks and activities, as assigned. | |
REQUIRED QUALIFICATIONS | |
Education: A university degree in a health science and a master's degree in public health or related field from a recognized university | |

Experience: Essential: Nine years of combined national and international experience in technical cooperation in institutions concerned with public health management, and some of the topics covered for this post. Languages: Very good knowledge of English with a working knowledge of Spanish. Knowledge of French, Portuguese and/or Dutch would be an asset. | |
