OBJECTIVES OF THE PROGRAMME :
Purpose of the Post:
To ensure WHO's presence and operational capacity in the entire country to strengthen coordinated health Public Health interventions in order to reduce avoidable loss of life, burden of disease and disability among the displaced and affected host population.

Objectives of the Programme:
Provide support in the preparation of response to the ever present disaster, both natural and man-made, which occurs in Pakistan. This includes earthquakes, floods, famine, wars and civil-state which have created a large number of refugees and displaced persons in Pakistan.
Description of duties:
Organizational Context:
- Identify and make contact with health sector stakeholders and existing coordination mechanism, including national health authorities, national and international organizations and civil societies.
- Hold regular coordination meetings with country health cluster partners building, when possible, on the continuation of Provincial and District Health Cluster coordination mechanisms.
- Collect information from all partners on Who's Where, since and until When, and doing What.
- Provide consolidated feedback to all partners and the other clusters.

Summary of Assigned Duties:
Under the general guidance of the WHO -Representative, and under supervision of the EHA Pakistan Chief of Operations and direct supervision of the Health Cluster Coordinator, and with the support of the head of the hub, the incumbent acts as the Sub-National Health Coordinator and serves WHO to sustain an effective and reliable health sector coordination system with a priority on public health aspects of the current emergencies in Pakistan.
The duties to be performed are:
1. Identify and make contact with health sector stakeholders using existing coordination mechanism, including national health authorities, national and international organizations and civil society.
2. Hold regular coordination meetings with country health cluster partners building, when possible, on the continuation of Federal, Provincial and District Health Cluster coordination mechanisms.
3. Collect information from all partners on Who's Where, since and until When, doing What, and regularly feed the database managed by the Office for the Coordination of Humanitarian Affairs, OCHA, (4W). Provide consolidated feedback to all partners and the other clusters.
4. Assess and monitor the availability of health services in the crisis areas provided by all health actors using Global Health Cluster (GHC) tool: Health Resources Availability Mapping System (HeRAMS).
5. Ensure that humanitarian health needs are identified by planning and coordinating joint, inter-cluster, initial rapid assessments adapting to the local context of the Initial Rapid Assessment (IRA) tool, as well as follow-up on more in-depth health sub-sector assessments, as needed.
6. Mobilize health cluster partners to contribute to establishing and maintaining an appropriate Early Warning and Response System, and regularly report on health services delivered to the affected population and the situation in the areas where they work.
7. Lead and contribute to the joint health cluster analysis of health-sector information and data (see points 3, 4, 5 and 6) leading to joint identification of gaps in the health sector response and agreement on priorities to inform the development (or adaptation) of a health crisis response strategy.
8. Inform the Cluster Lead Agency (CLA) representative of priority gaps that cannot be covered by any health cluster partner and require CLA action as provider of last resort.
9. Ensure partners' active contribution to and involvement in joint monitoring of individual and common plans of action for health interventions; collate and disseminate this and other information related to the health sector in Cluster sit-reps and/or regular Health Bulletins.
10. Represent the Health Cluster in inter-cluster coordination mechanisms at country/field level, contribute to jointly identifying critical issues that require multi-sectoral responses, and plan the relevant synergistic interventions with the other clusters concerned.
11. Lead joint Health Cluster contingency planning for potential new events or set-backs, when required.
12. Provide support to Health Cluster Members in the development of the health sector components of Flash Appeal, Country Humanitarian Action Plan, Consolidated Appeal Process and Common Emergency Relief Fund proposals and other inter-agency planning.
13. Promote and adopt standardized methods, tools and formats for common use in monitoring health trends, activities and outcomes to support strategic decision-making. Promote use of the Health Cluster Guide to ensure the application of common approaches, tools and standards.
14. Identify urgent training needs in relation to technical standards and protocols for the delivery of key health services to ensure their adoption and uniform application by all Health Cluster partners.
15. Ensure appropriate links among humanitarian actions and longer-term health sector plans, incorporating the concept of 'building back better' and specific risk reduction measures.
16. Coordinate the dissemination of key technical materials and the organization of essential workshops or in-service training.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in social sciences, development, international relations, or management.
Desirable: Master's degree in public health, international relations, or humanitarian field.

Experience:
Essential: At least five years of combined national and international professional experience in the field of international development, emergency response, or public health.
Desirable: Experience in health sector coordination in developing countries with emphasis on emergency response relief and/or the management of epidemic-prone diseases. Experience in capacity building, developing and promoting collaborative partnerships.
Languages:
Languages: Excellent knowledge of English.

Annual salary: (Net of tax)
56091.00 USD at single rate
60091.00 USD with primary dependants
Post Adjustment: 37.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
