OBJECTIVES OF THE PROGRAMME : To contribute to the alleviation of the burden of communicable and non-communicable diseases and natural and man-made disasters on the people and communities of the African Region and thus contribute to the improvement of the quality of life.
Description of duties: Under the supervision and guidance of the Regional Director and the Deputy Regional Director, the incumbent will oversee the Regional Programme Areas of communicable diseases, non-communicable diseases, disease surveillance and response and disaster preparedness and response. The specific duties are to: (a) Oversee the development and implementation of strategies, norms, standards and tools as well as planning, monitoring and evaluation related to Disease Surveillance and Response; Prevention and Control of Communicable diseases; Control of Non Communicable Diseases and Disaster Preparedness and Response program areas in WHO African Region; (b) Coordinate the Regional Office support to countries in the program areas under the incumbent's supervision in order to ensure sound technical support for planning, programming, implementation, monitoring and evaluation; (c) Build strong partnerships for the implementation of harmonized collaborative support of all stakeholders to program areas under the DPC cluster; (d) Organize advocacy and promotion of regional, inter country and country level activities for Disease Surveillance and Response; Prevention and Control of Communicable and Non Communicable Diseases and Disaster Preparedness and Response in the WHO African Region; (e) Promote research activities on Disease Surveillance and Response; Prevention and Control of Communicable and Non Communicable Diseases and Disaster Preparedness and Response in the WHO African Region; (f) Contribute as a member of the Executive management team to the strategic thinking, planning, monitoring and evaluation of the Regional objectives; (g) Advise the Regional Director on issues related to Disease Surveillance and Response; Prevention and Control of Communicable and Non Communicable Diseases and Disaster Preparedness and Response in the WHO African Region; (h) Represent the region at international meetings and fora related to Disease Surveillance and Response; Prevention and Control of Communicable and Non Communicable Diseases and Disaster Preparedness and Response; (i) Undertake other duties as requested by the Regional Director.
REQUIRED QUALIFICATIONS
Education: Essential: Medical degree from a recognized university and post-graduate degree in epidemiology or public health. Desirable: Training in management would be an advantage
Skills:  Extensive Management experience and communication skills including ability to negotiate with National and international authorities and partners. Detailed knowledge of WHO procedures and practices is also required including close familiarity with the work of the Regional Office, the Executive Board and World Health Assembly. Ability to exercise leadership and to work effectively with colleagues at national and international level. Proven ability to plan, execute, supervise and manage a large international health programme. Ability to work in a multicultural environment. Ability to work under pressure. Computer literacy. Familiarities with software in common use (Epi info, Excel, Power Point, Access, Word).
Experience: Essential: At least ten years public health experience at national or international level in planning, monitoring and implementation of disease prevention and control programme. Extensive experience working in developing countries. Desirable: Field experience in public health programmes in developing countries would be an advantage.
Languages: Excellent knowledge of English, French or Portuguese with good working knowledge of the other one or two languages.
Annual salary: (Net of tax) USD 95394 at single rate USD 103204 with primary dependants	Post Adjustment: 65.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
