Job Summary

The Australia Indonesia Partnership for Justice (‘AIPJ’) is a five year program (through to December 2015) funded by Australian AID. 
The strategy of AIPJ is to focus on realising the rights of Indonesians, in particular poor women and people with disabilities.  The program approaches realising rights by working in partnership with key government institutions (the supply side) as well as civil society and local communities (the demand side), and the intersection between the two. 
Building on the successes of previous Australian law and justice programs, AIPJ focuses on the following rights:
  1. Legal identity (birth, marriage and divorce certificates) as one precondition to realising basic economic and social rights, such as education and health care.
  2. The right to fair proceedings which are: 
    •  independent and impartial 
    • fast and consistent, affordable, and accessible.
  3. The right to (legal) information.
In working to realise these rights, AIPJ focuses on both national and sub-national levels, where central decision-making is taken, and where lessons from the field can inform this decision making.  Support is targeted at areas that Indonesia has identified as being of critical importance to the sector, and for which assistance is likely to bring about sustainable and meaningful impacts, namely:
  • Judicial dispute resolution mechanisms
  • Prosecutions Office
  • Anti-corruption
  • Legal aid.
AIPJ is looking to employ an Indonesian national for the position of Finance Assistant.  This is a full-time position based in Jakarta with national travel.

Key Responsibilities

Overall responsibilities:
The Finance Assistant will work in close consultation and coordination with the Finance Manager to ensure the AIPJ Finance Unit performs its duties and responsibilities (including in relation to the AIPJ Provincial Offices and the AIPJ team generally) in a timely and accurate manner in accordance with AIPJ’s policies, procedures and systems.

Specific responsibilities:
The Finance Assistant will in close consultation and coordination with the Finance Manager and other members of the Finance Unit to:
  • Prepare (short term, mid-term and long term) work plans for the Finance Unit;
  • Provide financial / accounting support to the AIPJ team (including the Provincial Offices) in relation to preparing, implementing and reporting on program activities;
  • Verify financial transactions, particularly expenses allocation within budget categories, and validate supporting documents;
  • Verify travel claims and validate supporting documentation;
  • Verify financial reports from AIPJ team and members, consultants, grantees, contract recipients and / or partners;
  • Prepare and submit financial reports in a timely manner;
  • Respond to financial / accounting queries from the AIPJ team (including the Provincial Offices), consultants, grantees, contract recipients and / or partners;
  • Monitor fees payments to consultants, grantees, contract recipients and / or partners based on invoices submitted;
  • Prepare payment vouchers, bank cheques and bank slips for processing;
  • Maintain a secure filing system for all financial / accounting information / documents (financial reports, supporting documents, bank documents, contracts, etc);
  • Manager petty cash;
  • Enter data into the AIPJ financial / accounting system;
  • Gather and analyse data, make payments and input all tax obligations and payments (PPh 21, PPh 4(2), PPN);
  • Maintain oversight of the financial / accounting work of the Provincial Offices;
  • Other relevant duties as reasonably requested by the Finance Manager.

Other Requirements

Selection Criteria:
  • Minimum Sarjana (S1) in accounting or finance or related subject.
  • Experience (3 years) in accounting and financial aspects.
  • Familiar with computer software such as Excel, Word, etc.
  • Knowledge of MYOB is an advantage.
  • Experience working on projects with Government of Indonesia ministries and agencies and civil society / non-government organisations.
  • Strong Indonesian language communication and a good command of spoken and written English.
  • Ability to work well with team comprising persons from different backgrounds.
