Project Summary: Management Systems International, an international development consulting firm based in Washington, D.C., is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the GOI’s public institutions in order to improve services delivery processes through better governance and resource management approaches.
Position Summary: The short-term consultant will assist the development and operation of an Information Management System for the Tarabot program as well as the ongoing management of the project’s various automation initaitives with the Government of Iraq.
Responsibilities:
• Develop a strong understanding of the the taxonomy and data architecture of Tarabot’s monitoring and evaluation systems, as well as AIDAR regulations for training and participant capacity development.
• Define information management system requirements by consulting project leadership, M&E data administrators, and system users about the types of information needed and reports to be generated.
• Assess progress made to-date on the existing Tarabot Information Management System (TIMS), a largely PHP and Javascript-coded database.
• Update or modify the existing TIMS system to:
                           o Carry out complex analytic queries on a large data sets and generate approximately 35 different reports to show statistical information on Tarabot activities, such as.


                                              ? Event calendar sorting sorting by date, type, component, province, and other criteria


                                              ? Individual training participant activity tracking

                                              ? Query database by activity type, such as workshops, meetings, or conferences

                                              ? Query database to sort activities by any or all of Tarabot’s three program components

                                              ? Analyze trends and key metrics relating to Tarabot’s activity schedule

                                              ? Improve subactivity and cost share report generation capability to fulfill specific USAID requirements

                            o Streamline data entry processes, enforce data integrity, and manage data concurrencies.
• Test the system to ensure that the code is error free, and take corrective action and retest as necessary.
• Develop an automated data migration tool that can transfer substantial amounts of data from Excel spreadsheets and other sources into the TIMS database.
• Fully populate the TIMS database with the project’s library of existing activity information.
• Upgrade the front end of the TIMS system to better integrate with the backend and be more user-friendly, intuitive, and of a professional aesthetic.
• Consult with Project Leadership and the M&E team to assess TIMS’ fulfillment of requirements and operational performance and make modifications as required.
• Manage the Tarabot project’s small automation team of local nationals throughout the TIMS development process, and assess needs of the local team moving forward.
• Train project users and provide technical support.
• Write a TIMS user’s manual.
• Submit regular reports to project leadership throughout the TIMS development process.
• Provide technical suppor to Tarabot’s ongoing GOI automation projects as needed.
Experience and Skills:
• Minimum of five years of experience in a programming or database development role.
• BS in Computer Science, Information System Development, or a related field.
• Significant experience in PHP programming.
• Knowledge of working in Drupal and Joomla is beneficial.
• Experience with database languages such as T-SQL and MySQ is useful.
• Well versed in web design; HTML and Javascript.
• A strong background in software design and project management.
• Knowledge of W3C standards.
• Complete fluency in English, speaking, reading, and writing is required.
• Demonstrated leadership and management skills.
• Commitment and ability to live and work in Iraq, with a preference for individual who have work experience in developing countries and difficult conditions.
