Director of Housing Development


Unit: Housing & Community Facilities Development Employee Type: Full-Time, 35 hours
Fifth Avenue Committee, Inc. (FAC), is a nationally recognized South Brooklyn based, non-profit community development corporation formed in 1978 whose mission is to advance economic and social justice by building vibrant, diverse communities where residents has genuine opportunities to achieve their goals as well as the power to shape the community's future. FAC works to transform the lives of over 5,500 low and moderate income New Yorkers annually so that we can all live with dignity and respect while making our community more equitable, sustainable, inclusive and just.
To achieve our mission FAC develops and manages affordable housing and community facilities, creates economic opportunities and ensures access to economic stability, organizes residents and workers, offers student centered adult education, and combats displacement caused by gentrification. In addition to our grassroots neighborhood work, we are actively involved in broader coalitions and campaigns. FAC has received numerous awards for its work, including Non-profit Developer of the year award from the New York & National Housing Conference in 2011 and the 2012 Building Brooklyn Award from the Brooklyn Chamber of Commerce for our efforts to build affordable, sustainable properties serving families at a range of incomes.
FAC seeks a highly motivated individual to direct its affordable housing development efforts & programs including:
  • The creation of over 1,000 units of affordable housing in 3 distinct projects in the early/middle stages of development;
  • The oversight of FAC's Rebuilding In Red Hook & Gowanus program, which provides a full range of services to members of our community affected by Superstorm Sandy;
  • The Year 15 financial repositioning and rehabilitation of 146 units of affordable housing, financed through a range of sources, including units financed with LIHTC, in FAC's asset management portfolio;
  • Expanding our affordable housing development and marketing pipeline;
  • The oversight of FAC's Homeownership Program, provided by our affiliate Neighbors Helping Neighbors, which provides first time homebuyer counseling & foreclosure prevention services to low and moderate income New Yorkers.
The Director of Housing Development is a key member of FAC's senior team and will report to the Executive Director. S/he will work with other members of the team to:
  • Manage all aspects of the affordable rental and homeownership units currently in predevelopment and development;
  • Collaborate with funders, architects, attorneys, accountants, environmental and sustainability consultants, representatives of public agencies, other project partners and contractors as needed;
  • Coordinate the submission of funding applications as needed to ensuring the maximum affordability of both rental and homeownership projects in development;
  • Oversee construction process with architects and contractors;
  • Handle ongoing monitoring, requisition and compliance of projects under construction;
  • Work closely with FAC's asset and property management unit to ensure smooth transition of projects from development to property management and ensure compliance with all sources of financing or regulator oversight;
  • Identify new housing development opportunities & conduct feasibility analyses;
  • Participate in cross-departmental projects and other duties as assigned
The management of the Housing Development Unit also requires:
  • Supervision of the day-to-day operations of the housing development unit comprised of 5-7 full time staff;
  • Assisting with strategy and coverage on new or challenged projects;
  • Working closely with FAC's Finance Unit and Director of Finance to ensure accurate and timely financial reporting for all projects in development;
  • Staffing the FAC Board of Directors' Real Estate Committee;
  • Representing Fifth Avenue Committee in local and City-wide initiatives and meetings;
The Director of Housing Development must also participate in organization-wide program development, cash flow & budgeting exercises, and annual audits as needed.
